Cooper Mr. Lin Risner, Building Official Mr. Mack LaZenby, City Engineer Mr. Pete Knowles, City Manager Mr. Gerald Dake, City Planner The meeting was called to order by Mr. Edward Blacksheare at 8:00 P. M. The first item on the agenda was concerning the Carriage Cove Planned Unit Development by Dreyfus Interstate Development Corporation. Mr. Dake stated that it was important to set aside a right -of- way for the future planning of the City. There needs to be some dedicated public space for active recreational area. Mr. Dake does not want to see the City get into a position to spend millions of dollars to buy a park for recreation activities. The Dreyfus Corporation checked with the City Attorney, who said the City shouldn't or couldn't ask Dreyfus to set aside land at this time for future Lake Mary Parkway extension. Mr. Dake also has reservations to putting the Mobile Home Park next to Sunland Estates. Suggested buffer zone. Mr. Martin Newby, of Dreyfus looked over the Sunland Estates area and can see no incapatability there as they are just moderate class homes. V & z Meeting July 20, 1972 Page 2 Mr. Dake requested there be a connector road between Town Houses and Mobile Homes. There should also be a Public Dedicated street tying into 427. The emergency road would not be adequate for garbage pickup, deliveries, etc. Mr. Knowles commented that the City cannot go on private roads to pick up trash, the Dreyfus Corporation would need to hire a private sanitation company for that purpose. Mr. Knowles also agreed that a right -of -way was definitely needed as a county road. A review of Mr. Dakes recommendations: A. Lake Mary Expressway B. Need public dedicated park area C. Provide buffer at eastern borderline D. Mobile Homes, next to Sunland Estates E. Connector road tie in from south to northern end by Public Access Road. F. Drainage Plans Mr. Knowles suggested Mr. Newby of Dreyfus stay to discuss Mobile Home Regulations with board members. Next on the agenda was the Mobile Home Regulations covered in Proposed Zoning Regulations which evolves around Site Plan Approval. Each travelway to be paved ten feet in width. With setback of ten feet from edge of paved roadway. Add check list: Water, sewer and fire protection, also street lighting. The last item on the agenda was the site for Proposed Fire De- partment in southern section of the City. The following plan is proposed: A. Construct the present station at 14th street and French avenue as a central fire station. B. Construct a new fire station at Lake Mary Blvd., & Highway 17-92 C. Close the present fire station D. Pursue the extension of opening Lake Mary Blvd to the east of highway 17 -92 to Orlando Drive E. As time provides growth and annexation, construction of a third station on City Property (Golf Course) on Lake Mary Blvd. and SR 46A P & Z Meeting July 20, 1972 Page 3 Motion was made by Mr. Blacksheare to accept the proposed plan of City Manager and recommend to City Commission. Seconded by Mr. Franklin and duly carried. The Plan and suggestions made a part of these minutes. Because of the late hour the last item on the agenda is to be read and discussed at the next meeting.
