Risner, Building Official The meeting was called to order by the chairman. The first item of business was the holding of a public hearing to consider rezoning property owned by Mrs. Annie B. Shannon from R -lA Single Family Dwelling District to R--3 Multiple Family Dwelling District, that property generally described as being located East of Woodland Drive and North of Onora Road and consisting of approxi- mately 5.2 acres, legal description being: Parcel B - That portion lying East of North Woodland Drive and North of Onora Road of Government Lot 2, Section 1, Township 20 South, Range 30 East less the North 2231.30 feet and the East 12 feet thereof and also less Parcel C - Beginning at a point on the South line of Government Lot 2, and the East R/W line of North Woodland Drive, said R/W being 66 feet wide and 587.33 feet S. 89 degrees 54' W. of the SE corner of said Government Lot 2, run N. 0 degrees 0' 48" E. 208.71 feet along said East R/W line, thence N. 84 degrees 36' 18" E. 208.89 feet, thence S. 0 degrees 0' 48" W. 208.71 feet to the North R/W line of Onora Road, said R/W being a curve concave Southerly, having a tangent bearing of S. 84 degrees 12' 53" W. a radius of 1943.11 feet, a central angle of 4 degrees 47' 27 ", thence run Southwesterly along said curve an arc distance Zoning & Planning Commission August 19, 1971 Page 2 of 162.42 feet to the South line of said Government Lot 2, thence S. 89 degrees 54' W. 47.21 feet the point of beginn- ing. Parcel E - The South 100 feet of the North 2331.30 feet of the West 366.43 feet of the East 378.43 feet of Government Lot 2, Section 1, Township 20 South, Range 30 East, Seminole County, Florida. The planned use is an apartment complex. Chairman Harris asked if anyone would care to speak in favor of the rezoning. Mr. Silverman, 4222 Lake Underhill Road, Orlando, Florida and Mr. Philip Zeuli, 1311 Santa Barbara Drive, Sanford, Florida, prospective buyers and developers, presented plans for an apartment complex to be one story and housing seventy -six units, with 60% being two bedrooms with one and a half baths and 40% being one bedroom with one bath, price range being $175.00 monthly for the two bedroom apartments and $145.00 monthly for the one bedroom apartments. The plans.showed two entrances and exits for the complex to be at the Southeast corner of the property on Onora Road and the Northwest corner of the property on Woodland Drive. Mr. Silverman stated the complex would be landscaped, fenced and a pool with recreation facilities provided. Questions were raised by board members as to the intentions of the developers regarding the large drainage ditch on the North right of way on Onora Road. Mr. Zeuli stated he hoped something could be worked out with the City as to piping and cover- ing the ditch. Mr. Knowles pointed out that the ditch should be piped and covered before developed. The following appeared to oppose the rezoning of the area: Mr. John McDonald -- 102 W. 30th. Street Mr. Robert A. Robare - 104 W. 30th. Street Mr. William F. Holcomb - 157 Pinecrest Drive Mr. Louis M. Sweeten - 2912 Park Court Mr. Norman E. Emerson - 103 W. Onora Road The main opposition being the increase of traffic in the immediate area, specifically Onora Road. After considerable discussion Mr. Rowe moved to table the request until the September 9, 1971, meeting to allow Zoning & Planning Commission August 19, 1971 Page 3 time to obtain additional information as to the driveway on Onora Road, piping and covering the drainage ditch and to discuss the proposal with Gerald Dake, City Planner. Seconded by Mr. Blacksheare and carried. Mr. Brailey Odham and Mr. Harlan Hanson presented an artist sketch of a proposed development of patio houses located on the old Sanford Airport property between Onora Road and Cornwall and Sanford Avenue and Mellonville Avenue, total acreage to be 125 acres, which is presently outside the City and would require annexation. Only fifty acres will be developed in the beginning with approximately six to eight units per area. Mr. Odham stated he would try to present at the next meeting additional information and plans. The next item of business being to consider zoning class- ifications for areas recently annexed to the City as follows: Lots 5,6 and 7, Block 24, Dreamwocld. Generally located on the West side of Mohawk Avenue and between Santa Barbara and Osceola Drive. On motion of Mr. Berrien, seconded by Mr. Rowe and carried, the afore described property to be zoned R -lA Single Family Dwelling District, and recommendation be forwarded to the City Commission. Lots 8 and 9, Block 8, Pine Level. Generally located on the South side of West 18th. Street and between Strawberry and Peach Avenues. On motion of Mr. Conklin, seconded by Mr. Rowe and carried, the afore described property to be zoned R -5 One and Two Family Dwelling District, and recommendation be for- warded to the City Commission. A brief discussion was held with reference to a letter received by Mayor Lee P. Moore from the Department of Housing and Urban Development, Atlanta, Georgia stating their return of our Urban Renewal Project Application -Fla. R -39. The Department has decided that all unfunded new Zoning & Planning Commission August 19, 1971 Page 4 conventional applications are to be returned to the communities, with the suggestion that the communities be invited to discuss with Department representatives the possibility of adapting their urban renewal proposals to the Neighborhood Development Program (NDP) approach to urban improvement. It was agreed a meeting should be set up with the Department representatives, Gerald Dake and Board Members. There being no further business the meeting was adjourned. Arthur Harris, Chairman
