10.07.71Zoning and Planning Commission 7 :00 PM — ocr, 7,/97/ Regular Meeting Members Present: Arthur Harris, Chairman Jefferson Davis David Berrien Phillip Logan Bert Hollingsworth Members Absent: James Rowe Edward Blacksheare Robert Karns The meeting was called to order by the Chairman. The first item of business was a public hearing to .consider rezoning Lots 9 through 15, Block 27, 4th Section of Dreamwold from R -]AA, Single Family Zoned District to that of an R -3, Multiple Family. After discussion and on motion of Mr. Berrien it was moved to recommend to the City Commission that these lots be rezoned from R -lAA to R -3, Multiple, limiting the apartmenis to not more than fourteen (14) per acre. Seconded by Mr. Logan and duly carried. Consideration was next given left by the resignation of Mx names were agreed upon to be Commission: Garnett White, C Kirchhoff, Dale Coppick, Mrs. Mrs. Joe (Jean) Baker. to filling the vacancy . Dycus and the following submitted to the City B. Franklin, William Donald (Jean) Jones, Gerald Dake, City Planner presented a program of proposed policies and procedures for annexation. After a lengthy discussion involving services required, advantages and disadvantages of annexing certain areas and the use of the census track map to divide the areas, the planner was requested to study further needed information and to pre- pare a list of same for review at the next meeting. Zoning & Planning Commission October 7, 1971 Page 2 County Planner, David Farr appeared to inform the Zoning and Planning Commission of the present and proposed zoning of the areas bordering the city limits. Mr. Farr pointed out that he and the City Planner had worked jointly and were in agreement in most cases as to the use and zoning as shown on the proposed zoning map. Upon conclusion of his comments, Mr. Dake thanked the County Planner for coming and for his cooperation throughout the preparation of the proposed map. Mr. Dake pointed out a number of changes that after consultation with the County Planner has come to light on the proposed map and after discussion it was moved by Mr. Berrien that the following changes be made: a)' Deletion of the proposed road from Onora Road to 17 -92. b) Plan for access roads parallel to 17 -92 from Onora Road south to Lake Mary Boulevard, and along State Road # 46 from the city limits east to Brisson Avenue. c) Change those parcels of land as marked on the map, from high density to medium density. Seconded by Mr. Davis and carried by a unanimous vote. Consideration was given to the PUD zoning and it was determined before any further action could be undertaken with any PUD development that additional study was needed. Mr. Dake was requested to submit information and regulations to govern the PUD development in addition to the PUD Ordinance. Action on the PUD Zoning for the Sanora Subdivision was tabled until the above study could be completed. Mr. Risner, Building Official was directed to seek additional information from Mr. Odham, Sanora Developer, regarding the patio houses that are proposed in the development. Zoning & Planning Commission October 7, 1971 Page 3 Mr. Darwin Nutt had met with the City Planner and the City Manager prior to the meeting and will prepare a revised plat of the Washington Oaks Subdivision to present at the next meeting. Due to lack of time no further study was made on the preliminary of the proposed zoning ordinance. There being no further business the meeting was adjourned. Arthur Harris, Chairman
