10.21.71Zoning and Planning Commission October 21, 1971 7:00 P.M. Members Present: Arthur Harris, Chairman Robert Karns David Berrien Edward Blacksheare Phillip Logan Members Absent: James Rowe Jefferson Davis Bert Hollingsworth Prior to the meeting a workshop session was held to continue the study of the proposed Zoning Ordinance. The meeting was called to order by the Chairman. Mr. Darwin Nutt, Washington Oaks Developer presented a revised plat of the Second Section of Washington Oaks for review. He informed the Commission that he would provide Lots 2,3 & 4, Blk D, Section II, Washington Oaks Subdivision for park area to meet their request. It was noted by the City Manager that the tangents of the streets previously called to the attention of the developer had been corrected and the curbs straightened. After a lengthy discussion it was moved by Mr. Karns that a recommendation be made to the City Commission that approval be given the Second Section of Washington Oaks, based upon conveying to the City and placing in escrow, Lots 2,3, & 4 Block D, Section II, Washington Oaks Subdivision to be utilized as open area. These lots to be held for a period of not more than eighteen (18) months from date of signing of the plat of Section II and upon expiration of the time limit or the platting of Section III said lots to become the sole property of the City of Sanford or to be exchanged for approved open space in.the Third Section. Seconded by Mr. Blacksheare and duly carried. Zoning & Planning Meeting October 21, 1971 Page 2 Mr. L. W.Lord, Guilford Construction Company, Inc. presented a plat of the proposed development of the Geneva Terrace Subdivision. He requested that the 341' facing on 25th Street be considered for R--3 use and the balance of the property under consideration be R -IA use. It was the concensus of the Commission that they would look favorably upon this request after annexation and presentation of a formal request, based upon limiting apartments in the R -3 zone from 12 to 14 per acre and that traffic problems on 25th Street be considered when building the apartments. After consideration Mr. Berrien moved to recommend to the City Commission that approval of the general layout of the Geneva Terrace Subdivision be given and approve the R -3 use for the North 341 feet and the balance of the captioned property be for R -1A use. Recommending further that the sixty (60) day moratorium not apply to this specific property due to the fact that it was being considered prior to the placing of the moratorium. Seconded by Mr. Karns and carried with a unanimous vote. The City Planner and the City Engineer presented further information on the annexation plan for the City of Sanford. A review of the areas as divided by the census track with expected revenue and anticipated expenditures was submitted for each of the areas. It was noted by the City Manager that each of these areas should be considered and priorities be set by determining the advantages or disadvantages of annexing of each area to the City. After consideration of all areas, it was moved by Mr. Logan that a detailed study be made by the Planner of the Sunland Area, the Lake Mary Area and the Ravena Park Area as outlined on the census track. Seconded by Mr. Berrien and carried. A preliminary plat of the Odham Sanora Development was submitted and after consideration it was moved that action be tabled until such time as the developer and the City can'r :reach a workable agreement for the PUD development.
