11.04.71Zoning and Planning Commission November 4, 1971 7:00 P.M. Knowles, City Manager James Haussman, Building Inspector Mack Lazenby, City Engineer A special workshop session was held to continue the study of the proposed Zoning Ordinance for the City of Sanford. At 8:OOP.M. the meeting was called to order by the Chairman. The first item of business was a public hearing to consider the request for rezoning of Lots 15,16 & 17, Block 13, 3rd Section Dreamwold from R -lA, Single Family to that of R -3, Multiple Family Dwelling Zoned District. Chairman Harris asked if anyone wished to appear in favor of the rezoning. Mr. John Williams, Real Estate Agent, appeared to request that the zoning be changed as he had an interested buyer who wished to purchase the property and erect nine, one - story rental units. He described the units as surrounding a court and each' unit having a garage. Zoning and Planning Commission Minutes Page 2, November 4, 1971 Mr. Harris asked if anyone wished to appear to oppose the rezoning: Mr. Jerry Kirkman - 2423 Holly Ave. objected Mr. Herman Schein - 2428 Holly Ave. objected Mr. Robert Orwell - 2422 Holly Ave.objected Resident of 2430 Holly Avenue objected. A telegram was read from Mr. Herman Doerr, owner of lot 12, Block 13, 3rd Section Dreamwold opposing the rezoning. A letter from Mr. A. R. Kelly, 701 W. 24th Place was read by the Chairman opposing the rezoning. After discussion it was moved by Mr. Davis that the request be tabled until the next meeting, seconded by Mr. Berrien and duly carried. Consideration was given to Brailey Odham's Planned Unit Development located between Onora Road and Cornwall and Sanford Avenue and Mellonvilie Avenue, with a total acreage of 125 acres. Mr. Odham showed the revised layouts and explained the patio houses that he proposed to build within the project. He further pointed out on the revised plan that the lots that were to be 46' had been changed to 50' and that his engineer would have a drawing within two weeks showing what would be placed on each lot. Mr. Logan moved that a recommendation be made to the City Commission that the Sanora Project be zoned a Planned Unit Development seconded by Mr. Davis and carried with a unanimous vote. Consideration was given to the rezoning of the recently annexed Geneva Terrace and the Geneva Terrace Amended Plat, from an R-iAA, Single Family Zoned District to that of an R -3, Multiple Family for the North 341' and R -1A for the balance of the property. After discussion and on motion of Mr. Blacksheare, seconded by Mr. Berrien itwasomoved that a recommendation be made to the City Commission to rezone the North 341' of Lots 2 Zoning and Planning Commission Page 3, November 4, 1971 through 8, Lots 19 through 25, Lots 27 through 33, and Lots 44 through 50, Geneva Terrace and Lots 1 through 91, Geneva Terrace Amended to R -3, Multiple Family Dwelling District and that Lots 2, through 8, Lots 19 through 25, Lots 27 through 33, and Lots 44 through 50, Geneva Terrace and Lots 1 through 91, Geneva Terrace Amended Plat {less the northerly 340' }be rezoned to R -IA. Motion carried with a unanimous vote. Mr. A. E. Boule,Jr., Husky Realty appeared before the Commission to present an artist sketch of 220 acres south of Onora Road and East of 17 -92. He explained to the members that he wished to develop this area as a Planned Unit Development project and hoped to obtain their approval for such use of the property. Mr. Boule °displayed a sketch showing eight acres of commercial buildings. 70 acres of apartments, 56 acres of single- family dwellings and 16 acres of mobile home park. After discussion Mr. Blacksheare moved that the PUD concept be approved for this area and that a recommendation be made to the City Commission, seconded by Mr. Berrien and duly carried. A detailed annexation study was presented by the City Planner and the City Engineer on the Sunland Area as designated on the map previously drawn. Projected figures were presented from 1971 to 1990 of the cost of annexing the Sunland Area. At the next meeting the City Planner hopes to have an annexation policy checklist and additional figures and recommendations to present to the City Commission. There being no further business the meeting was adjourned. Arthur H. Harris, Chairman
