Risner, Building Official Kermit Wallstedt, Building Inspector Bob Wulverton, Gerald Dake Associates Due to the resignation of Clifford McKibbin which was effective January 1, 1970, Mr. Arthur Harris, Vice Chairman called the meeting to order. !reI The first item of business was nominations for chairman. Garnett White nominated Arthur Harris and there being no other nominations, was seconded by Edward Blacksheare and carried with a unanimous vote. Thereupon, Arthur Harris acting in full capacity of Chairman, called for nominations for Vice Chairman. The name of Robert Karns was placed on the floor by Donald Bishop. There being no further nominations, this was seconded by Cal Conklin and carried. A proposed list of names accumulated from time to time during the last few years for consideration to serve on various boards was submitted to the board. The following list was selected to be submitted to the City Commission: Dr. Van Parker, Harold Rowland, Ralph Pezold, Bert Hollingsworth and Jimmy Terriwilliger, Jr. Z & P Minutes January 15, 1970 Page 2 The Building Official apprised the members of the joint meeting scheduled for January 28th of the Zoning and Planning Commission, the City Commission, Citizens' Advisory Committee and Mr. Russell Jacobson, HUD representative from Atlanta to discuss the Urban Renewal Program and how best to implement it for the Sanford area. Each member will be notified by letter of this meeting. Chairman Harris read a letter drafted by Cal Conklin to the "tank farm" property owners within an area bounded -on the south by Fulton Street; on the west by French Avenue; on the north by Seminole Boulevard; and on the east by Myrtle Avenue, asking that they present future plans for their property to the Zoning and Planning Commission. A public hearing has been set for February 5, 1970 to consider rezoning of the said property from an M -1, Light Industrial Zone to that of C -2, General Commercial. Next on the agenda was the scheduled public hearing to consider rezoning of the property located on the NW corner of 25th Street and Laurel Ave., more specifically, Lots 45,46,47 and 48, Beck's Addition from an Rl -A Zone to a C -1. There being no one in attendance to be heard regarding the rezoning, after considerable discussion it was moved by Garnett White that the recommendation for rezoning be denied with notification of same to City Commission. Seconded by Mr. Bishop and carried. Mr. Bob Wulverton, gave a presentation of the subdivision regulations as compiled by the Gerald Dake Associates Corp. Each member was presented a copy with the Subdivision Committee to meet on Thursday, January 22nd at 7:00 P.M. to go over these regulations, with the entire committee to discuss them after the public hearing on Feb. 5, 1970. Reading of the minutes from the last meeting were read and approved. A lengthy discussion regarding the drainage program brought to light the fact that the planning portion of the area known as the "Locust Ave. Water Shed" was being coincided with the street paving program of the north - south street of that area, and that this portion had almost reached the public hearing stage with assessments drawn up by the Tax Assessor.
