Kermit Wallstedt, Building Inspector Other interested persons. n A joint meeting of the City Commission, Zoning and Planning Commission and Citizens' Advisory Committee was held on January 28, 1970, in the City Commission Room at the City Hall. Russell Jacobsen through invitation of the City Zoning and Planning Commission, made a presentation explaining Urban Renewal, what it is; how it works; some of the federal regulations; requirements for making application and outlining federal grants. After a lenghty question and answer period, Mr. Jacobsen advised the group that action should be taken as soon as possible to make application for a Survey and Planning Grant for this area. He sited the need for the City Commission to designate the person or persons who would be responsible for preparing this application, and the fact that a site area would need to be selected, size depending upon the amount of money available for this project, as a cash payment must be made at the time of the application. He pointed out that an analysis of the site should be made and a land -use map be Z & P Meeting/ Minutes January 28, 1970 Page 2 drawn of the area. He further explained that more than 50% of the dwellings in an area must be beyond repair before the selected area can be approved. Each parcel of property within the selected area would receive a fair market price which is based on appraisals by two competent appraisers. The local governing body would arrive at a fair price which would be submitted to the regional office of HUD. If the owner is not satisfied with the amount arrived at; he then has the right to take it to court for settlement. Touching on other parts of the Urban Renewal Program Mr. Jacobsen noted, that after the site area has been analyzed and the total cost of rehabilitation of the area arrived at, 15% of the total cost should be added to compensate any additional costs such as the above court cost. Mr. Jacobsen advised against including any commercial areas within the selected site area, due to the fact that no money will be forth- coming for commercial rehabilitation this year. He also stated that this program should be coordinated with the Capital Improvements proposed for this area. It was pointed out by the HUD official that communication must be established between the local governing body and the people within the site area. He suggested that an Urban Renewal Advisory Board be appointed to work with the City Commission (acting as the Urban Renewal Agency) and the persons effected in the selected site area. It was learned that each person displaced could receive up to $5,000 if entering into a contract to purchase a standard home within a year from time of dislocation. Renters could receive up to $500 each year for a period of two years. Also, moving expenses up to $200 could be obtained. He emphasized the fact that the program would be more effective if a good communication system was set up between the Urban Renewal Agency ( City Commission) and the Urban Renewal Advisory Board and the persons effect in the site area. To summarize Mr. Jacobsen suggested that the Zoning and Planning Commission urge the City Commission to authorize or designate who would prepare the Survey and Planning Grant Application; and to have the City Attorney review the Community Development Act of Z & P Minutes January 28, 1970 Page 3 1969 and to structure the organization,set -up as they desire it to be. Chairman Harris concluded the meeting with thanks to Mr. Jacobsen for his informative talk and a proposal to the City Commission to appoint someone to prepare the application and get the program underway.
