Risner, Building Official Kermit Wallstedt, Building Inspector The meeting was called to order by the Chairman. First on the agenda was consideration of a rre�qu -est submitted by Russell Harned to rezone Lots 32, 33, & 34, Block 5, Dreamwold Subdivision from R -lA, ' One family dwelling district to C -2, General Commercial District. Proposed use being a School of Dance Arts. After discussion Mr. Dycus moved that a public hearing be set on April 16, 1970 ,seconded by Cal Conklin and carried with a unanimous vote. Following the above discussion zoning recommendations were made for the areas recently annexed into the City of Sanford. Recommendations were made to the City Commission as follows- Lots 1, 2, 3, 4 and 28, 29, Block 24, Dreamwold Subdivision - -- R -1A Moved by Garnett White and seconded by James Dycus, carried with a unanimous vote. Lots 6, 7, 8, 10 & 11, Block 15, Dreamwold Subdivision - -- C -1 Moved by Garnett White, seconded by Cal Conklin and carried with a unanimous vote. Lots 1 & 2, Block 8, Pine Level Subdivision - -- R -5 Moved by Garnett White, seconded by James Dycus and carried with a unanimous vote. W l/ 2 of Lot 8, All of Lots 9, 10,11 and 12 and W 1/ 2 of Lot 28, Block 13, Dreamwold Subdivision - -- R -lA Moved by Garnett White, seconded by Edward Blacksheare and carried with a unanimous vote. Lots 1, 2, 3, 4, & 5, A. B. Russell's Add'n to Fort Reed - -- R -1 Moved by Edward Blacksheare, seconded by James Dycus and carried with a unanimous vote. A resolution approving the long range plans of the Secondary Sewage Treatment Plans for the City of Sanford was read by the Chairman and it was moved by Garnett White that the Zoning and Planning Commission approve and endorse these plans, seconded by Edward Blacksheare and carried by unanimous vote. A meeting of the Planned Unit Development Committee was held prior to the regular meeting of the Zoning and Planning and after making the appropriate changes, the PUD Committee suggested that a copy of the PUD Regulations with the changes that were made be sent to all the members of the Zoning and Planning before the next meeting. A member of the audience (name unknown) appeared before the commission requesting the group to consider rezoning the lots belonging to Miss Jeannett Laing at 10th St. and Maple. It was suggested to her that she contact the Building Official in his office for guidance as to the best course to persue since the rezoning request must come from the owner of the property and not a prospective buyer. Modular Housing use in the City of Sanford was considered next and after a lengthy discussion Cal Conklin moved that the Zoning and Planning Z & P Minutes April 2, 1970 Page 3 recommend to the City Commission that they adopt regulations requiring any manufactured off -site housing to meet the Southern Standard Building Code and be inspected by the City of Sanford's Inspection Department or inspection reciprocity with other municipality or jurisdiction, with qualified or acceptable inspection procedures. Seconded by James Dycus and carried. The Fifteen Year Road Program was again discussed and Edward Blacksheare moved that the Zoning and Planning Commission recommend to the City Commission that the following priorities be considered for submission as listed: (Outside City Limits) 1. 25th Street Extension west to I -4 2. Lake Mary Blvd. east and north to tie in # 415 3. New Osteen Bridge 4. # 415 from city limits to Osteen Bridge 5. # 46 west of I -4 (Inside City Limits) 1. 13th Street - from city limits to city limits - four lane 2. Onora Road - U. S. 17-92 to Sanford Ave. (S -425) four lane 3. Sanford Ave. - Seminole Blvd. to 25th St. - four lane 4. Orlando Drive - U. S. 17 -92 to 25th St. ( S.R. # 46) four lane 5. Seminole Blvd. - French Ave. to Mellonville Ave. - four lane 6. Mellonville Ave. - Seminole Blvd. to S. R. # 415 - two lane 7. Mellonville Ave. - S. R. # 415 to S. R. # 46 - two lane Seconded by Cal Conklin and carried. Implementation of the work schedule for preparation of the Urban Renewal Survey and Planning Application was explained by City Planning Consultants, Gerald Dake and Martin Gainer as well as criteria to be utilized in selecting an urban renewal project area. It was suggested by Chairman Harris that aerial photos of the area be available at the next meeting and that prior to the meeting each member be sent a map with the proposed locations marked so that they would be familiar with the sites and a decision could be made possibly at the next meetingand the work could be completed for the Survey and Planning Grant Application.
