E. Knowles, City Manager Mr. L. J. Risner, Building Official Mr. Kermit Wallstedt, Building Inspector Mr. Martin Gainor, City Planner The meeting was called to order by the Chairman. A public hearing was held to consider a request from Mr. Garfield Walker to rezone from R -2, Multiple Family Dwelling District to C -1, Neighborhood Commercial that property located at 110 West 13th Street, Sanford, Florida. Legal description being the East 52.5 feet of Lot 10, Block 14, Tier 4, E. R. Traffords Map of Sanford. Mr. Walker appeared before the Board to request the variance so that the building could be.used for a small business such as a one man TV repair shop. He stated that at the present time he had no specific use in mind, but that he would like to be able to rent this for commercial purposes. Chairman Harris asked if anyone would like to speak in favor of the rezoning and Mr. and Mrs. E. W. Marcelle, 1313 Park Ave. stated they would have no objections if the property were rezoned. Crews, 1215 Oak Ave. was not in favor of this rezoning as his lot was abutting the property under discussion and he felt this should remain residential. The City Planner pointed out to the members that there were many reasons, in his opinion, why this should not be rezoned but not any why it should be. He cautioned the members against what perhaps could be interpreted as spot zoning, by rezoning small parcels of property in the middle of the block which would defeat the purpose of the zoning ordinance. He also cautioned them not to encroach on the residential use of the area. After considerable discussion regarding traffic hazards, off-street parking and possible electrical problems resulting from changing old residences into commercial establishments the request was denied on motion of Mr. James Dycus and seconded by Mr. Bishop and carried by a unanimous vote. Next to be considered was the Neighborhood Analysis Plan which had been previously submitted to the Zoning and Planning Commission for study. It was unanimously decided that the Neighborhood Analysis Plan be accepted and recommend to the City Commission that it be used as a guideline for the long range planning by the City of Sanford. The following resolution was read in full: RESOLUTION RECOMMENDING THAT THE REPORT ENTITLED " SANFORD FLORIDA NEIGHBORHOOD ANALYSIS" BE ACCEPTED BY THE CITY OF SANFORD AS A GUIDE WHEREAS, the Sanford Planning and Zoning Commission and its Planning Consultants, Gerald Dake Associates, have divided the Sanford Planning Area into seventeen neighborhoods; and WHEREAS, each of the seventeen neighborhoods was investigated and analyzed to determine the extent, intensity, and location of blight, the adequacy of community facilities, and the treatment needed to improve the neighborhoods.; and Planning and Zoning Commission September 17, 1970 Page 3 WHEREAS, the results of the analysis were printed in a report entitled "Sanford Florida Neighborhood Analysis"; and WHEREAS, the Planning and Zoning Commission feels the report provides valuable information that can be used in long -range community planning, in planning for community facilities, in planning for Housing Code enforcement, and in planning for various types of neighborhood improvement; and WHEREAS, the Planning and Zoning Commission further feels that the report should be used as a guide in connection with the aforesaid matters; NOW, THEREFORE, be it resolved by the Sanford Planning and Zoning Commission: 1. That the Planning and Zoning Commission does hereby recommend to the Sanford City Commission that the report entitled "Sanford Florida Neighbor- hood Analysis" be recognized and accepted as a guide to be used in connection with long -range community planning, planning for community facilities, planning for housing code enforcement, and planning for various types of neighborhood improvement programs. 2. That this resolution and copies of the subject report be presented to the City Commission. 3. That this resolution shall become effective upon its adoption. _s1 Arthur Harris Chairman Adopted September 17, 1970 J� Zoning and Planning Commission September 17, 1970 Page 4 A general discussion followed regarding the present street system within the city limits and the pros and cons of closing streets, or redesigning them. One way streets were discussed and it was decided that perhaps in the future this would be necessary to solve traffic problems. It was moved by Mr. Dycus that the Zoning and Planning Com- mission institute a study of the streets that would be closed or redesigned so as to implement or correct some of the problems found in the Neighborhood Analysis. Seconded by Mr. Bishop and carried by a unanimous vote. It was pointed out by the City Planner and the City Manager that many things should be considered before a decision could be reached as to which streets should be closed, such as utility lines, neighborhood circulations, encroaching on property owners. It was requested that the City Planner prepare the needed information so that the study could be started at the next regular meeting. Mr. Karns acting as coordinator between the Board of Adjustment and the Zoning and Planning Commission called attention to the fact that in the present zoning ordinance the City of Sanford requires from 50 to 100 percent more off street parking than the Federal Government states is necessary in housing for the elderly. It was noted that this should be considered within the near future. Mr. Risner informed the Board that the Orange-Seminole- Osceola Planning Commission would still be active in the area and we could still call upon them for needed information. The minutes of the meeting held on September 3, 1970 were approved as submitted. There being no further business the meeting was adjourned. A�" Chairman
