City Manager Comments 5:55 — 6:00 PIVI CITY COMMISSION MINUTES 2015 -070 DECEMBER 14, 2015 WORK SESSION The City Commission of the City of Sanford, Florida, met in Work Session on Monday, December 14, 2015, at 4:00 PM, in the Railroad Depot Room, 2nd Floor, City Hall, 300 North Park Avenue, Sanford, Florida. Present: Mayor Jeff Triplett Vice Mayor Velma Williams (arrived at 4:13 PM) Commissioner Art Woodruff Commissioner Randy Jones Commissioner Patty Mahany (arrived at 4:15 PM) City Manager Norton N. Bonaparte, Jr. City Attorney William L. Colbert City Clerk Cynthia Porter Deputy City Clerk Traci Houchin Mayor Triplett called the meeting to order at 4:08 PM. 1. Interview applicant for the Firefighters Retirement System Board of Trustees [Commission Memo 15 -217] (RM 8.13). The Commission interviewed Rick Russi. 2. Citizen request re: CRA Loan Subsidy Agreement and Grant of Lien Hold Interest re: 115 W. First Street. [Commission Memo 15 -229] Mayor Triplett said that he spoke to the applicant earlier today who stated that he was unable to attend today's meeting. Mayor Triplett advised him that staff will send a letter to the lender stating that the Commission will review the request. Mayor Triplett recommended that this item be further discussed by the Commission on January 11, 2016. 3. Discussion re: Possible Use of Reserves for CIP. [Commission Memo 15 -228] CITY COMMISSION MINUTES 2015 -071 DECEMBER 14, 2015 WORK SESSION City Manager Bonaparte explained that this item was raised by Commissioner Woodruff. Commissioner Woodruff would like the Commission to consider revising the General Fund Reserve Policy to 25% and use the additional monies for capital projects. There was a consensus among the Commission to have staff provide a breakdown of the CIP projects and present it at the January 11, 2016 Work Session. 4. Presentations re: Waterfront Catalyst Site. Jeff Reader, Vice President of Reader & Partners, LLC and Venny Torre, President and CEO of Torre Company, presented the Commission with a PowerPoint presentation pertaining to the development of the Waterfront Catalyst Site based on the qualifications as set forth in the RFQ. This will be an action item on tonight's Regular Meeting agenda following the approval of the Minutes. 5. Regular Meeting Items — additional information A. Resolution for City Manager Purchasing Authority — Classification and Compensation Study [Commission Memo 15 -227] (RM 8.L) Discussion to take place at tonight's Regular Meeting. B. CITY COMMISSION MINUTES 2015 -072 DECEMBER 14, 2015 WORK SESSION C. Elections Ordinance and Agreement with Seminole County Supervisor of Elections. [Commission Memo 15 -215] (RM 7.E) City Clerk Cynthia Porter informed the Commission that she provided the Seminole County Supervisor of Elections (SOE) with the Ordinance for the March referendum. Mr. Ertel will provide her a sample ballot before going to print. Ms. Porter also received two quotes for a black and white flyer that can be inserted into the utility bills. Commissioner Woodruff asked her to obtain a quote for color as well. After further discussion, Commissioner Woodruff offered to produce the flyer. Mayor Triplett also suggested that the City send out an educational mailing to all registered voters. Ms. Porter said that she will follow up with the cost of mailing and the color flyers at the next meeting. D. Amendments to the Classification & Pay Plan. [Commission Memos 15- 225 and 15 -226] (RM 8.J & K) Discussion to take place at tonight's Regular Meeting. E. CDBG 2014/2015 Consolidated Annual Performance Evaluation Report. [Commission Memo 15- 210.M] (RM 6.M) Discussion to take place at tonight's Regular Meeting. 6. Briefing Items. Mayor Triplett asked the City Manager to review Work Session Item 5.A. Mr. Bonaparte explained that the City has received five proposals pertaining to the salary CITY COMMISSION MINUTES 2015 -073 DECEMBER 14, 2015 WORK SESSION study. By providing the City Manager with the purchasing authority, staff could move forward more quickly with the study. This would be a one -time authorization for this one item. 7. City Manager Comments Commissioner Woodruff recommended that all City employees receive holiday pay in the amount of $500. Further discussion and action will be taken at tonight's meeting.
