Speaking Before the City Commission. There is a three (3) minutes time limit
for each speaker on each item, except a person representing an organization
and presenting its views during a quasi-judicial hearing will be allowed five (5)
minutes, and a person speaking under Citizen Participation will also be allowed
five (5) minutes. Your cooperation is appreciated in observing the time limit
policy. Each person desiring to address the City Commission on an agenda item
pending before the City Commission must, before addressing the City
Commission, legibly complete a citizen's input form and submit the form to the
City Clerk or designee.
Pledge of Civility. A resolution was adopted by the City Commission of the City
of Sanford recognizing the importance of civility, decency, decorum and
respectful behavior in promoting citizen participation in a democratic government.

6) CONSENT AGENDA: The action proposed to be taken is stated for each
item on the Consent Agenda. Unless the item is removed from the
Consent Agenda by a City Commission member, no discussion on
individual items will occur and a single motion will approve all items.

A. Approve the purchase order to Cathedral Corporation (formerly
AXIS) for utility billing in an amount not to exceed $60,000.
B. Approve the purchase order to Harcros Chemicals for polymer and
coagulant chemicals at a cost of $219,303.
C. Approve the purchase order to Shelly's Environmental System for
handling the City's biosolids at a cost of $192,000.
D. Approve a blanket purchase order to SSI Petroleum, Inc., in an
amount not to exceed $88,910.
E. Approve increase to an existing blanket purchase order with Ten-8
Fire Equipment for apparatus maintenance in an amount of
$16,000.
F. Approve four procurements to Premier Lawn Maintenance in an
amount not to exceed $127,910.
G. Approve four procurements for City-wide road rehabilitation projects

District and the City of Sanford for reclaimed water line extension in
the Orlando-Sanford International Airport area.
Approve the special event permit, noise permit, alcohol permit and
the related street closures for the '27th Annual Holiday Tour of
Homes' to be held on Saturday, December 5, 2015.
J. Approve the City of Sanford Action Plan for My Brother's Keeper
Community Challenge.
K. Approve request for City water service for 3.1 acres of property
located at 1434 Sipes Avenue, with the owner responsible for
paying all applicable fees including the water impact fee; that the

10) CITY CLERK'S REPORT
City Clerk Porter informed the Commission that there have been no new applicants
for the Firefighter's Retirement System Board of Trustees. She asked how they would like to move
forward and the consensus among the Commission was for her to use the same process as she has
in the past.
11) CITY MANAGER'S REPORT.
City Manager Bonaparte announced that the City Hall elevator rehabilitation is
complete and that the elevator looks great.
12) CITIZEN PARTICIPATION.
Christina Grace, resident of Sanford, thanked the City and the Commission for
providing great service to the residents.
13) CITY COMMISSIONER'S REPORTS.
Commissioner Woodruff reminded everyone that he still has tickets available for
`Puttin on the Ritz'.

Citizens Academy in order to allow Bo Deppen to attend the next citizens academy. Seconded by

INSTRUCTIONS FOR COMPLIANCE WITH SECTION 112.3143, FLORIDA STATUTES
A person holding elective or appointive county, municipal, or other local public office MUST ABSTAIN from voting on a measure which

to the special private gain or loss of a business associate. Commissioners of community redevelopment agencies under Sec. 163.356 or
163.357, F.S., and officers of independent special tax districts elected on a one -acre, one -vote basis are not prohibited from voting in that
capacity.
For purposes of this law, a "relative" includes only the officer's father, mother, son, daughter, husband, wife, brother, sister, father -in -law,
mother -in -law, son -in -law, and daughter -in -law. A "business associate" means any person or entity engaged in or carrying on a business
enterprise with the officer as a partner, joint venturer, coowner of property, or corporate shareholder (where the shares of the corporation
are not listed on any national or regional stock exchange).
