First reading of Ordinance No. 4354, revising and amending City Code, Section 2-369, that created and established the City of Sanford Economic Development Commercial Loan Subsidy Program to be implemented by the Sanford Community Redevelopment Agency. 2. First reading of Ordinance No. 4355, amending City Code to repeal Section 2-369, regarding the Economic Development Commercial Loan Subsidy Program. CITY COMMISSION MINUTES 2015 -022. OCTOBER 199 2015 SPECIAL MEETING The City Commission of the City of Sanford, Florida, met in Special Meeting on Monday, October 19, 2015, at 4:00 PM, in the City Commission Chambers, City Hall, 300 North Park Avenue, Sanford, Florida. Present: Mayor Jeff Triplett Vice Mayor Velma Williams (present @ 5:05 PM) Commissioner Art Woodruff Commissioner Randy Jones Commissioner Patty Mahany City Manager Norton N. Bonaparte, Jr. City Attorney William L. Colbert Deputy City Clerk Traci Houchin Absent: City Clerk Cynthia Porter CALL TO ORDER: Mayor Triplett called the meeting to order at 4:08 PM. BUSINESS OF THE COMMISSION: 1) Discussion re: 17/92 Community Redevelopment Agency (CRA) City Manager Bonaparte reported that the Seminole County Board of County Commissioners recently postponed discussion regarding approval of the Interlocal Agreement with the City of Sanford for construction of the US 17/92 Beautification Project until further information regarding the cost increase could be obtained. Jeremy Morton of CPH explained that the original estimate submitted was $1.8 million; however, there have been additional requests from several of the parties involved increasing the estimate to $2.5 million. With value engineering, CPH has been able to bring the cost down to approximately $2 million. This item will be brought before the Seminole County Board of County Commissioners on October 27, 2015. CITY COMMISSION MINUTES 2015 -023 OCTOBER 19, 2015 SPECIAL MEETING There was a consensus among the Commission that if there are any additional costs, it is to come from the CRA funding. 2) Discussion re: Proposed Tax Abatement Ordinance Deputy City Manager Tom George distributed and reviewed a draft ordinance pertaining to the tax abatement program. He reviewed some key points throughout the ordinance and received some suggestions from the Commission. The Commission also asked City Attorney Colbert to research the ballot language, as the Commission would like to see additional language if permitted. Mr. George said that this will be an action item on the October 26, 2015 Regular Meeting agenda. PUBLIC HEARINGS: 3) Continuation re: Economic Development Commercial Loan Subsidy Program; Ads published September 27, 2015. [Commission Memo 15 -185] 1. Commissioner Woodruff moved to approve the first reading of Ordinance No. 4354, as amended with December 1, 2014 as the effective date, and that the lending institution be qualified by a State or Federal charter. Commissioner Woodruff distributed a copy of a police officer's direct deposit statement showing how much the City contributes to the police pen ion on a bi- weekly basis. For purposes of this law, a "relative" includes only the officer's father, mother, son, daughter, husband, wife, brother, sister, father -in -law, mother -in -law, son -in -law, and daughter -in -law. A "business associate" means any person or entity engaged in or carrying on a business enterprise with the officer as a partner, joint venturer, coowner of property, or corporate shareholder (where the shares of the corporation are not listed on any national or regional stock exchange).
