WORK SESSION
The City Commission of the City of Sanford, Florida, met in Work
Session on Monday, October 26, 2014, at 4:00 PM, in the Railroad Depot Room, 2nd
Floor, City Hall, 300 North Park Avenue, Sanford, Florida.

Mayor Triplett called the meeting to order at 4:08 PM.
1. Interview Applicants for the Public Art Commission [Commission Memo 15 -188]
The Commission interviewed 13 applicants: Brian Casey; Coral Cashes;
Christina Grace; Kim House; Kathy Hull; Dr. Swannie Jett; Donna Loader; Jennifer
Lindquist; Bethany Miller; Virginia Poe; Reggie Santilli; Maria Shreve; and Latif Qadri.
There was a consensus among the Commission to continue this discussion at the
November 16, 2015 Work Session.
2. Update on Activities of the Recreation Department
This item was postponed until the November 16, 2015 Work Session.
3. Discussion re: Food Truck Vendors [Commission Memo 15 -193]
Special Events Supervisor Jennifer Brooks informed the Commission that
staff contacted several cities to determine if their City ordinances regulated mobile food
vendors and the results varied. As for Sanford's Code, Community Improvement Director

Darrel Presley distributed a map depicting the City's prohibited areas for mobile vendors.
The Commission concurred that a mobile food vendor on private property does not fall
under the City's Code pertaining to a special event; therefore, a place of business may not
have a mobile food vendor on their property.
4. Discussion re: Open Containers - Red Solo Cup Events
Deputy Police Chief Darren Scott said that from a law enforcement
standpoint, the police are against these types of events. This item needs additional
research. The consensus among the Commission was for staff to research further and
bring it back for discussion.
5. Discussion re: Cottage Homes
This item was postponed until the November 16, 2015 Work Session.
6. Discussion re: Management Partners Recommendations:
• Item #22 — Create a City Manager's Economic Development Advisory
Board.
• Item #30 — Create a rental housing inspection program.
• Item #33 — Create a building preservation licensing program.
This item was postponed until the November 16, 2015 Work'Session.
7. Discussion re: 2016 City Commission Regular Meeting Schedule

There was a consensus among the Commission to proceed with the
schedule as presented by City Clerk Cynthia Porter.
8. Regular Meeting Items — additional information
• Property sale of 113 Palmetto Avenue [Commission Memo 15 -192]
Item discussion to take place at tonight's regular meeting.
• A page replacement for Regular Meeting Item 6.J, Action Plan for My
Brother's Keeper Community Challenge was distributed.
9. Briefing Items
• Federal Lobbyist — postponed discussion
• Firefighters Retirement System Board of Trustees — postponed discussion
• City Managers Annual Performance Evaluation
This will be a Work Session discussion item on December 14, 2015.
10. City Manager Comments
Mr. Bonaparte stated that the City has received three proposals for the
catalyst site. Staff is seeking direction from the Commission on how they would like to
review the information. There was a consensus among the Commission that staff will
provide the Commission with the proposals and ranking sheets as soon as possible and
they will discuss how to proceed at the next scheduled Work Session.
There being no further business, the meeting was adjourned at 6:28 PM.
