Members present were: Brown, Housholder, Karns, Faville,
Morgan, Collins, and Lee. Also present were: Building Inspector
Yelvington, City Manager Knowles, Mr. Holly, Sanford Journal;
Mr. Wardell, Governor's Tax Commission from Lake County; Mr.
Green, Mayor of Winter Park; Mr. Banks, Chairman of Winter Park's
Zoning and Planning Commission; and Mr. Steve Carroll, representing
Mr. Rotivol.
The entire meeting Was devoted to discussing city planning.
Mr. Carroll pointed out that a comprehensive plan covers five
points:
1. Production - agriculture and industry
2. Population and housing
3. Services - trade and business, transportation,
utilities
4. Social - education facilities and requirements,
recreation, cultural
5. Administration and tax structure of the community
You do not get complete engineering plans. It is a source
to program out future developments. Present fringe areas are
part of the city because it is within the "urbanized area ".
Sanford would need to plan beyond the present city limits because
of the anticipated growth.
The first step would be the preparation of a pilot plan
determing the problems in the city; the principal facts of the
city; and the objectives desired. This Would take about one
year and would be circulated to the public.
The second step would be the preparation of the compre-
hensive plan where the work is done carefully and completely.
Major problems'are given detailed study.
The third step is the adoption of the plan by the city.
Zoning then comes as an action step or tool to help bring about
the plan.
The best way to get industrial development is to plan it
-- than go out to get it.
Planning should go on as a permanent part of the city ad-
ministration. Hiring an individual may work in a large city,
but people close to a problem are absorbed in the details.
Many different skills are needed to prepare a plan.
Plan would be for 25 years and show priority of work. The
work would be proposed for 5 or 10 years with a restudy after
10 years.

The comprehensive plan would take 18 months to two years,
and would cost lA or 2 times the pilot plan. Cost of pilot
plan could not be given without computations.
The public must want the plan in order to really make it
Workable.
They are now completing the pilot plan in Winter Park and
have been working on it since last March.
