10.29.56 SpecialSpecial Meeting of the Zoning and Planning Commission October 29, 1956 Members present were: Brown, Faville, Karns, McKibbin, Morgan, and Lee. Also present were: Building Inspector Yelviagton, City Manager Knowles, and Mr. Fred Bair, Secretary of the Florida Zoning Planning Association. Mr. Bair -- planning is applying common sense and foresight to community affairs. It requires experts -- 1. Local people with knowledge of local problems is essential. 2. Consultant to bring to bear things he has learned so as to help the local experts. First you must gather the facts either by hiring outside help or by hiring your own man. It must be kept up to date. Recommends a one man staff with a consultant to guide him. The facts must be gathered prior to changing the zoning ordinance. Any specific problems are handled by individuals best suited to handle them, working from the facts and figures prepared by the planner. Mr. Bair advised caution in buying a "master plan ". A consultant can only do good by working with the local group and staff. If a plan is desired in a hurry, have a consultant come in and work with a local staff from the start. You need aerial maps first. Sanford's retail district needs to do something for itself. A city doesn't want just any industry. It wants a good industry. Big companies prefer to look at a community to see if the community has a good business approach to city problems. The cost of a young man for a staff would be $5,000 to $5,500. You might find a man with experience who wishes to retire. A comprehensive plan by a consultant would cost $20,000 to $25,000. It would include: 1. Land use map 2. Economic base map 3. Population studies: a. Age distribution b. Trends by areas , c. School age and pre - school age by areas 4. Major street and highway plan 5. Parks and playground plan 6. School plan 7. Capital Improvement Budget If a man is hired for a staff, the consultant to supervise the planning would cost $2,500 /year. After the first year, this could be cut in half and maybe done away with after the second year. The annual budget figure would be approximately $10,000. The aerial map is essential. The scale should be 1" = 400' and would cost $3,000 to $4,500. By the end of the second year, the planner should be able to draft a Capital Improvement Budget with priorities. Meeting adjourned.
