12.05.57ZONING AND PINING COUNISSION Regular Meet December 5, 19 Members present were Messer @. NeKibbin, Faville, Karns, Johnson, Talley and newly appointed member, Arthur Harris. Also present were Building Inspector Telvington and City Manager Knowles. Since former Chairman Brown was absence due to his recent resignation, effective as of December let, to accept his now position as that of City Commissioner in January of 1955, Tide Chairman Cliff McKibbin took over the nesting. Minutes of the last meeting, dated November 21, 1957, were read and approved. Tice Chairman McKibbin then announced that the floor was open for nominations for Chairman of the Board, Mr. Faville nominated Cliff McRibbin. Mr. Karns moved that nominations be closed. Seconded by George Morgan. Motion carried by unanimous vote and, therefor, Mr. McK.ibbia was declared elected as Chairman of the Zoning and Planning Commission. In reviewing Ordinances 623 and 624, dated November 11, 19579 regarding the Zoning Ordinance and the amendments to the multiple family districts, Mr. Ielvington had found several items which he considered discrepancies that might possibly be corrected for better }understanding. They are as follows: 1. Item 7 of Ordinance 623 should read 30 percent of the rear yard area, instead of total lot area. 2. Item N of Ordinance 623 should read there shall be side yards of 10' im the multi -- family district except whoa a single family dwelling is erected therein, there shall be a minimum side yard of 7y61. (Note: Building Inspector prefers that it be stated as follows: -- There shall be aide yards, the width of each shall not be less than tom (10) feet, except that the side yard may be reduced to Via' for single family dwellings only.) 3. Item 7 of Ordinance 624 should read 30 percent of the rear yard area, instead of total lot area. 4. Although not listed in Ordinance 624, it was noted that in regards to R-4 and R -5 districts building site area required, paragraph C, sub - section fib), of the Zoning Ordinance should state: "for a two- family dwelling, R-4: 2,900 square feet" and, paragraph N should state the same as listed above under item 2 of Ordinance 623 in regards to side yard requirements. Mr. Faville moved that Item 7 of Ordinance 623 be amended as stated and so recommended to the City Commission. Motion seconded by Art Harris and carried. Z & P Commission "Minutes" - December 5 9 1957 - 2 - Mr. Karns saved. that Item E of Ordinance 623 be amended and recommended in the same fashion. Motion seconded by Mr. Johssoa and carried. Mr. Talley moved that Item 7 of Ordinance 624 be amended and recommended in the same.fashion. Motion seaonded.by Mr. Faville and carried. Mr. .Harris moved that under Ordinance 624, regarding R-4 and R -5 districts, that the square footage for R-4 and the side yard requirements be placed therein when amended. Motion seconded by Mr. Saran and carried. Mr. Yelvington than discussed the off - street parking situation at the proposed office of Say Shoemaker; - Lot 1 Block 1 2nd Section of Breazwold Sub- division. Mr. Faville moved for approval of the clay and shell for a parking area in front of this property on Myrtle Avenue to the full width of 60 feet to permit 6 auto parking spaces. Motion seconded by Mr. Johnson and passed. Mr. Cliff Magibbin then showed the board members the proposed overlay work he had done with reference to areas for duplexes.. However, Mr. McSibbin said that he would like for the board to study these proposed areas further before they recommend any changes to the City Commission. To mention a few, here are some of the proposed areas: 1. Present R -1 area between 2sd and Celery Avenue west of Mellonville Avenue and R -lA area west of Mellonville Avenue in same section. 2. Between Celery and Rosalia east of the R -1A area in San Lanta. 3. The R -1 area between French Avenue and Sanford Avenue, from 42 to 152. Also, the,R -lA area north of 182.Street between Park and Sanford, the Ginn home property, and 132 Street north to the railroad, between Elm and Oak Lvenues. 4. Pros Commercial to 5 2 between Cedar and Oak. 5. From 182 Street to 252 Street, between Maple and the west city limits line. 6. Between Sanford and the railroad north of 252 Place to back lot line of Grandview Avenue. 7. Between 23rd and 252 from Park Avenue to Sanford Avenge. (Note: It was mentioned later by the Chairman, Mr. Mc Kibbin, that the above 7 locations was a complete proposed list.)
