WORK SESSION
The City Commission of the City of Sanford, Florida, met in Work
Session on Monday, February 8, 2016, at 4:00 PM, in the Railroad Depot Room, 2nd
Floor, City Hall, 300 North Park Avenue, Sanford, Florida.

Mayor Triplett called the meeting to order at 4:14. PM.
1. Presentation of the Police Department Quarterly Report.
Police Chief Cecil Smith presented a PowerPoint presentation.
2. Discussion re: Brownfields Grant Pilot Sites and Formation of Advisory
Committee. [Commission Memo 16 -038]
This item was continued to the February 22, 2016, Work Session.
3. Regular Meeting Items – additional information
A. City of Sanford and Sanford Airport Authority Mutual Economic
Incentive Agreement for retention of TUI Airlines. [Commission Memo
16- 029.A] (RM 7.A)

Mr. George explained that the funding for this project was approved in
April 2015 and that this is the agreement to go with the funding. This is an action item on
tonight's agenda.
B. Development Order for Cindy's Dance studio, 119 S. Magnolia Avenue
(HPB Appeal).
Commissioner Woodruff asked the City Attorney to modify the language
in the Development Order so that it clearly states that the south side of the building is to
remain the same. Mr. Colbert stated that he will modify the language. This is an action
item on tonight's agenda.
C. City Ordinance re: Economic Development Commercial Loan Subsidy
Program. [Commission Memo 16 -039] (RM 8.F)
This is an action item on tonight's agenda.
4. Briefing Items
• Mayor's Annual Appointments to Board and Committees
This item was pulled from the agenda.
5. City Manager Comments
Mr. George distributed a map depicting additional street closure for
Consent Item 7 -I, `5th Annual Pints & Paws Craft Beer Festival'. Mr. Colbert
recommended pulling the item for separate consideration at tonight's Regular Meeting.

Commissioner Woodruff said that he has received several calls pertaining
to Consent Item K in which people expressed concerns about the date and location of the
event. Some would like the Commission to consider pulling the item for further
discussion. This is an action item on tonight's agenda.
Commissioner Mahany said that she would like the Police Department to
provide attendance figures to the Commission from each special event.
City Clerk Cynthia Porter asked the Commission if they would like to
continue seeing the move sheets in their agenda packet or if they would prefer to have
items designated for both Work Session and Regular Meeting placed within the Regular
Meeting items. There was a consensus among the Commission to place the agenda memo
within the Regular Meeting items and eliminate the move sheet.
