WORK SESSION
The City Commission of the City of Sanford, Florida, met in Work
Session on Monday, February 22, 2016, at 4:00 PM, in the Railroad Depot Room, 2nd
Floor, City Hall, 300 North Park Avenue, Sanford, Florida.

Mayor Triplett called the meeting to order at 4:12. PM.
1. Discussion re: Memorandum of Understanding with the Torre Development
Group, Inc. for the Downtown Waterfront Catalyst Site. [Commission Memo 16-
149] (RM 8.A)
Venny Torre, President of Torre Company, stated that the MOU process
went well and that he has received positive feedback. Mr. Torre said that they have put
together a schedule which will then lead to the development of a Master Plan. He said
that he is looking forward to engaging the community and moving this project forward.
Richard Heisenbottle of Heisenbottle Architects thanked the City and Staff
for their support and cooperation. He distributed and reviewed the tentative timeline
should this item be approved. This is an action item on tonight's agenda.

2. Update on activities of the Human Resources Department.
Human Resources Director Fred Fosson introduced his staff and presented
a PowerPoint presentation.
3. Regular Meeting Items — additional information
A. Fort Mellon Park Amphitheater Project budget amendment Resolution and
Agreement with the Florida Department of State, Division of Cultural
Affairs. [Commission Memo 16 -148] (RM 8.17)
This is an action item on tonight's agenda.
4. Briefing Items
• Mayor's Annual Appointments to Board and Committees
Mayor Triplett distributed a handout containing the 2016 Board and
Committees appointments. He said that the only change being made for 2016 is that
Commissioner Jones will now serve as Vice Mayor. He will take formal action
tonight.
5. City Manager Comments
City Manager Bonaparte reminded the Commission that the City will be
hosting Ethics & Sunshine Law Training on March 15 and 16, 2016 in the Commission
Chambers.
Commissioner Woodruff distributed two flyers to be mailed to voters
regarding the referendum election on March 15. Commissioner Woodruff said the new

signs for the Wayne Densch Theater was lit last Friday. A grant is being written for
sound equipment and other things.
