City Manager Comments 5:50 — 6:00 PM CITY COMMISSION MINUTES MARCH 28, 2016 WORK SESSION The City Commission of the City of Sanford, Florida, met in Work Session on Monday, March 28, 2016, at 5:00 PM, in the Railroad Depot Room, 2nd Floor, City Hall, and 300 North Park Avenue, Sanford, Florida. Present: Mayor Jeff Triplett Commissioner Art Woodruff Commissioner Velma Williams (arrived @ 5:08 PM) Commissioner Patty Mahany City Manager Norton N. Bonaparte, Jr. City Attorney William L. Colbert City Clerk Cynthia Porter Deputy City Clerk Traci Houchin Absent: Vice Mayor Randy Jones Mayor Triplett called the meeting to order at 5:08 PM. 1. Discussion re: Phase II Environmental Testing for the Catalyst Site [Commission Memo 16 -169] Deputy City Manager Tom George said that Phase I of the environmental testing has been done on the catalyst site. Of the eight parcels, it was determined that there are no recognized environmental concerns on the first four parcels and no additional testing is needed. However, the remaining parcels will begin Phase II testing due to the various businesses that were once there. 2. Regular Meeting Items — additional information A. [Commission Memo 16- 164.D] (RM 6.D) Community Relations & Neighborhood Engagement Director Andrew Thomas asked the Commission to consider approving a funding request for $30,000 and to enter into an agreement with the Goldsboro Front Porch Council, Inc., and CareerSource of Central Florida, Inc., for the 2016 Summer Program, Youth Empowerment Leadership Development Academy. This is an action item on tonight's agenda. 3. Briefing Items City Manager Bonaparte asked the Commission to consider continuing Item 7.A, the second reading of Ordinance No. 4364, regarding the LDR amendments, until April 25, 2016. 4. City Manager Comments Mr. Bonaparte asked Human Resources Director Fred Fosson to provide an update on the Pay & Classification Study. Mr. Fosson said that Management Advisory Group (MAG) conducted Employee Orientation Sessions last week. Each employee will need to complete and return the Job Analysis by April 6, 2016.
