City Manager Comments 5:55 — 6:00 PIVI CITY COMMISSION MINUTES 2016 -123 APRIL 25, 2016 WORK SESSION The City Commission of the City of Sanford, Florida, met in Work Session on Monday, April 25, 2016, at 4:00 PM, in the Railroad Depot Room, 2nd Floor, City Hall, and 300 North Park Avenue, Sanford, Florida. Present: Mayor Jeff Triplett Vice Mayor Randy Jones Commissioner Art Woodruff Commissioner Velma Williams Commissioner Patty Mahany (present at 5:14 PM) City Manager Norton N. Bonaparte, Jr. City Attorney William L. Colbert (present at 4:56 PM) City Clerk Cynthia Porter Deputy City Clerk Traci Houchin Mayor Triplett called the meeting to order at 4:11 PM. 1. Interview applicants for Planning and Zoning Commission Alternate Position [Commission Memo 16 -181] (RM 8.E) The Commission interviewed the following applicants: Linda Barker; Dominick Fiorentino III; Nancy Groves; and Kenneth Lundy. This will be an action item on tonight's agenda. 2. Presentation of Final Design for Ft. Mellon Amphitheatre by GAI Consultants [Commission Memo 16 -182] Frank Bellomo and Jeff Gaither presented a brief powerpoint presentation that outlined the drawings for the (Phase II) Ft. Mellon Park Amphitheatre. The drawings were completed years ago and have now been modified in context with the design of the park. After a brief discussion, there was a consensus of the Commission to move forward with the design plan; however, the Commission asked that options be brought back CITY COMMISSION MINUTES 2016 -124 APRIL 25, 2016 WORK SESSION regarding the back wall and signage. Mr. Bellomo and Mr. Gaither offered to present these at the May 9, 2016 meeting. 3. Regular Meeting Items — additional information A. Sanford Airport Authority Mutual Economic Incentive Agreement to attract and retain National Airlines. [Commission Memo 16- 175.A] (RM 6.A) This item was pulled from the agenda. B. Partnership Agreement with CGI Communications, Inc., for development and production of community videos for the City, at no cost to the City. [Commission Memo 16- 175.B] (RM 6.13) Economic Development Director Bob Turk said that the Commission had several concerns with this item the first time that it was presented to the Commission. Since that time, the City Attorney has developed new language for the agreement and has addressed those concerns. This will be an action item on tonight's agenda. C. Ordinance to allow for the exercise of governmental speech for the purpose of economic development at the Historic Sanford Memorial Stadium. [Commission Memo 16 -185] (RM 7.1)) Deputy City Manager Tom George said the Ordinance would allow banners along the outside walls of the Historic Sanford Memorial Stadium. The City would be able to do this through governmental speech, as it is not protected by the first CITY COMMISSION MINUTES 2016 -125 APRIL 25, 2016 WORK SESSION amendment. The City would be in control of the banner size, logos and content, which will be addressed in the Ordinance. This will be action item on tonight's agenda. D. Continuation of second reading of Ordinance No. 4364, amending City Code, Land Development Regulations, creating Schedule G, Architectural Design Standards and associated modifications to Article III and Schedule F. [Commission Memo 16 -184] (RM 8.1)) Sanford International Airport President Diane Crews said that the airport has been working with a hotelier for several months and is in the process of finalizing the lease. The hotelier is requesting a 50 year lease with the airport. The airport currently has a 50 year lease with the City of Sanford (2009 -2059) and is in year 43. Since the hotel lease will extend beyond this time, the hotelier would like approval from the City in order to move forward with the lease. This is an action item on tonight's agenda. 4. Briefing Items CITY COMMISSION MINUTES 2416 -126 APRIL 25, 2016 WORK SESSION Community Improvement Director Darrel Presley asked the Commission to consider the cost of litigation on the property located at 132 Mayfair Circle. He distributed photos and said that the home is a nuisance and needs immediate action. There was a consensus among the Commission to move forward with the process. 5.
