Speaking Before the City Commission. There is a three (3) minutes time limit
for each speaker on each item, except a person representing an organization
and presenting its views during a quasi - judicial hearing will be allowed five (5)
minutes, and a person speaking under Citizen Participation will also be allowed
five (5) minutes. Your cooperation is appreciated in observing the time limit
policy. Each person desiring to address the City Commission on an agenda item
pending before the City Commission must, before addressing the City
Commission, legibly complete a citizen's input form and submit the form to the
City Clerk or designee.
Pledge of Civility. A resolution was adopted by the City Commission of the City
of Sanford recognizing the importance of civility, decency, decorum and
respectful behavior in promoting citizen participation in a democratic government.
The City of Sanford calls upon the elected officials, employees, and the public to

6) CONSENT AGENDA: The action proposed to be taken is stated for each
item on the Consent Agenda. Unless the item is removed from the
Consent Agenda by a City Commission member, no discussion on

A. Approve the Mutual Economic Incentive Agreement between the
City of Sanford and the Sanford Airport Authority in the amount of
$20,000, to be used exclusively for airline attraction and retention
for National Airlines. (WS-3.A)
B. Approve the Partnership Agreement with CGI Communications,
Inc., for development of community videos for the City, at no cost to
the City. (WS-3.B)
C. Approve the special event permit, noise permit, alcohol permit and
street closures for `Picnic in the Park' to be held on March 17, 2017.
D. Approve procurement with Trane-Orlando for City Hall HVAC
upgrade in an amount not to exceed $548,689.
E. Approve the Scope of Services proposal from CPH for design work
related to the master lift station at the Sanford North Water
Reclamation Facility at a cost of $194,950.

June 4, 2016.
H. Approve the special event permit, noise permit, alcohol permit and
street closures for the '8 th Annual Jim Payne Corporate 5K for the

Commissioner Woodruff said that funding for the Hopper Academy is not coming
through as he had hoped. He said that he would like to discuss the possibility of the City
contributing to the project at the next meeting. Approximately $40,000 in -kind and cash has been
raised, however, they are still approximately $80,000 short.
Commissioner Mahany reminded everyone that the art festival will be held this
weekend.
