An update will be given at the meeting. 300 E. 2n Street The board approved the request to demolish an addition on north side of building (approximately 35 square feet) and replace with a new addition (approximately 98 square feet). 310 S. Palmetto Avenue The board denied the request to allow alterations completed on the exterior of the building to remain. 201 E. 10' Street The board denied the request to allow alterations completed on the exterior of the building to remain. (FS 286.0105) Minutes Historic Preservation Board July 20, 2016 – 5:30 PM City Commission Chambers City Hall, Sanford, Florida Members Present Ana Yebba, Vice Chairman Cheryl Deming Tammy Agnini Hank Dieckhaus Kent Cramer Others Present Jennifer Cockcroft, Assistant City Attorney Christine Dalton, Community Planner/Historic Preservation Officer Mary Muse, Administrative Coordinator Ms. Yebba called the regular meeting to order at 5:31 . PM Ms. Yebba introduced and welcomed new board member Kent Cramer. Mr. Cramer gave a brief personal statement. Election of Chairman Mr. Dieckhaus nominated Tammy Agnini to serve as Chairman. Ms. Deming seconded. Motion carried unanimously. Election of Vice-Chairman Ms. Deming nominated Ana Yebba to serve as Vice-Chairman. Ms. Agnini seconded. Motion carried unanimously. Minutes Mr. Dieckhaus moved to approve the June 15, 2016 regular meeting minutes. Ms. Agnini seconded. Motion carried unanimously. Special Public Hearing Sanford Waterfront Partners submission of proposed Master Plan for Downtown Catalyst Site. In keeping with the commitment of the proposed developer and the authority of the HPB over a portion of the Catalyst Site, the proposed developer is submitting the current proposed Master Plan to the HPB for initial conceptual approval. Sanford Waterfront Partners Richard J. Heisenbottle, FAIA, President-R. J. Heisenbottle Architects, PA and Venny Torre, Chief Executive Officer-Torre Construction and Development, LLC gave a presentation of the proposed Master Plan. Ms. Deming moved to recommend approval of the proposed Master Plan development order for the Downtown Catalyst Site based on a finding that proposed Master Plan is consistent with the purpose and intent of Schedule S and complies with the design guidelines contained within Schedule S. Mr. Dieckhaus seconded. Motion carried unanimously. Public Hearing/Meetings PM-1 Continued from June 15, 2016 meeting…Hold a Public Meeting to consider a Certificate of Appropriateness for removal of chimney (after the fact request) at 305 W. 9th Street. Tax Parcel Number: 25-19-30-5AG-1106-001B Property Owner: Debra Nardello Representative: Debra Nardello Ms. Deming moved to deny the request to remove a chimney at 305 W. 9th Street based on a finding that the proposed alteration does conflict with the purpose and intent of Schedule S, as outlined in the staff report. Ms. Agnini seconded. Motion carried 4-1, Mr. Dieckhaus against. MINUTES – JULY 20, 2016 HISTORIC PRESERVATION BOARD PAGE 2 PM-2 Hold a Public Meeting to consider a Certificate of Appropriateness for doors and windows at 1307 Park Avenue. Tax Parcel Number: 25-19-30-5AG-1503-0070 Property Owner: Sica Nacu Representative: Sica Nacu Ms. Deming moved to deny the request for a Certificate of Appropriateness for windows and doors at 1307 S. Park Avenue based on a finding that proposed alterations are not consistent with the purpose and intent of Schedule S and does not comply with the specific design guidelines contained within Schedule S, as outlined in the staff report. Mr. Dieckhaus seconded. Motion carried unanimously. Code Enforcement Case Review The Historic District Open Case Report and the Historic District Fine Report were distributed. Ms. Dalton requested each board member to take these reports home to review them and send an email to her if there are any questions and then she can research the issue and report back. Citizen Participation None. Staff Reports None. Chairman and Board Items for Discussion There was discussion regarding how the building department stamps plans for properties within the historic district. Ms. Dalton informed them the building department has ordered a stamp specifically for projects within the district and each document of the permit will be stamped with it.
