Speaking Before the City Commission. There is a three (3) minutes time limit
for each speaker on each item, except a person representing an organization
and presenting its views during a quasi-judicial hearing will be allowed five (5)
minutes, and a person speaking under Citizen Participation will also be allowed
five (5) minutes. Your cooperation is appreciated in observing the time limit
policy. Each person desiring to address the City Commission on an agenda item
pending before the City Commission must, before addressing the City
Commission, legibly complete a citizen's input form and submit the form to the
City Clerk or designee.
Pledge of Civility. A resolution was adopted by the City Commission of the City
of Sanford recognizing the importance of civility, decency, decorum and
respectful behavior in promoting citizen participation in a democratic government.
The City of Sanford calls upon the elected officials, employees, and the public to

6) CONSENT AGENDA: The action proposed to be taken is stated for each
item on the Consent Agenda. Unless the item is removed from the
Consent Agenda by a City Commission member, no discussion on
individual items will occur and a single motion will approve all items.

A. Approve the procurement of City -wide concrete services from
Caraway Concrete Construction Inc. in an amount not to exceed
$100,000.
B. Approve the procurement for post design services for the Historic
Goldsboro Streetscape Project to CPH, Inc. in an amount not to
exceed $151,837.
C. Award Bid IFB 15/16 -18 to Jordan Brothers Construction, LLC for
the Historic Goldsboro Boulevard Streetscape Phase 11 Project in
an amount not to exceed $2,520,406.26.
D. Award Bid IFB 15/16 -21 to SHI for storage, core switches and
backup software in the amount of $133,188.65; and Lockheed
Martin for servers in the amount of $101,675.52
E Approve a Purchase Order to Shelly's Environmental Systems in an
amount not to exceed $100,000 ($45 per ton) for treatment and
disposal of the City's biosolids.

F. Approve the special event permit, alcohol permit, noise permit and a
street closure for `Puffin on the Ritz -The 1940's, to be held on
November 5, 2016.
G. Assignment and Assumption of Memorandum of Understanding
with Torre Construction and Development LLC and Sanford
Waterfront Partners, LLC. (WS -4.13)
7) PUBLIC HEARINGS: The purpose of a Public Hearing is to receive input
regarding the item being considered. Public Hearings are not intended to
be a time for the public to obtain information about the subject matter of

A. Continuation of second reading of Ordinance No. 4364, amending
City Code, Land Development Regulations, creating Schedule G,

Dan Ping, resident of Sanford, said that he is very excited to see Uber coming to
Sanford; however, he is concerned with the fact that the cost to the City is a Proprietary Trade
Agreement, meaning that the City is not provided the cost and has no way of knowing if the rates
increase.
13) CITY COMMISSIONER'S REPORTS.
Commissioner Mahany said that she has secured funding for the public art tree
carving in Paw Park. The artist, Mark Rice, a champion tree carver is from Orange City.
Mayor Triplett reminded everyone of the Memorial Day celebrations that take place
on Monday.
