Speaking Before the City Commission. There is a three (3) minutes time limit
for each speaker on each item, except a person representing an organization
and presenting its views during a quasi-judicial hearing will be allowed five (5)
minutes, and a person speaking under Citizen Participation will also be allowed
five (5) minutes. Your cooperation is appreciated in observing the time limit
policy. Each person desiring to address the City Commission on an agenda item
pending before the City Commission must, before addressing the City
Commission, legibly complete a citizen's input form and submit the form to the
City Clerk or designee.
Pledge of Civility. A resolution was adopted by the City Commission of the City
of Sanford recognizing the importance of civility, decency, decorum and
respectful behavior in promoting citizen participation in a democratic government.
The City of Sanford calls upon the elected officials, employees, and the public to

6) CONSENT AGENDA: The action proposed to be taken is stated for each
item on the Consent Agenda. Unless the item is removed from the
Consent Agenda by a City Commission member, no discussion on
individual items will occur and a single motion will approve all items.

A. Accept and file the Sanford Airport Authority's Financial Report for
the fiscal years ended September 30, 2015 and 2014. (WS-1)
B. Approve budget amendment to the Sanford Airport Authority's
Annual Fiscal Year 2015-2016 budget in the amount of $400,000.

C. Accept and file the Comprehensive Annual Financial Report for the
fiscal year ended September 30, 2015. (WS-3)
D. Approve the FY 2016/2017 funding agreement between the City of
Sanford and MetroPlan Orlando in the amount of $28,450 and
authorize the Mayor to execute the agreement.
E. Approve a special event permit with street closures and a noise
permit for the 7th Annual Turkey Day 5K event on November 24,
2016.
F. Approve increase of current purchase order for chemicals from
Harcros Chemicals in the amount of $80,500.

12) CITIZEN PARTICIPATION. Each speaker is allotted five minutes to speak
and may present additional written material. If you have a matter you
would like to discuss which requires more than five (5) minutes, please
feel free to arrange a meeting with the appropriate administrative or
elected official. This Citizen Participation is for the City Commission to
receive citizen input and comments pertaining to matters over which the
City Commission has jurisdiction or control. Questions directed to the City
Commission may be referred to City staff to be answered within a
reasonable period of time following the meeting.

City Clerk Cynthia Porter reminded everyone that the Budget Work Session that
was originally scheduled for July 12, 2016 has been rescheduled for Thursday, July 14, 2016 at
2:00 PM.
11) CITY MANAGER'S REPORT
City Manager Bonaparte presented a video tribute to the various law enforcement
offices in light of all the recent events.

12) CITIZEN PARTICIPATION
Doreen Freeman, resident of Sanford, said that she did not attend the July 4th
festivities in Sanford. However, on her way home that evening she was directed to follow the
holiday traffic due to road closures. During these events, she would like the residents to be taken
into consideration when trying to get to their homes and neighborhoods.
Alonzo Vargas, resident of Sanford, addressed several concerns and said that he
would like to start an Off the Streets Chapter (OTS) in the City of Sanford. He said that this is an
established nonprofit 501(c) (3) program. He is adopting this project with his company Working
4U2 Florida, LLC.
13) CITY COMMISSIONER'S REPORTS
Commissioner Mahany said that the July 4th event was amazing!
Commissioner Williams referred to an event that was held several months ago, Stop
the Violence, Stop the Silence. She said that it was well attended and that the sponsors plan to
continue these type of events several times throughout the year. Also, Commissioner Williams
said that she strongly supports the police department and that she is planning a press conference
sometime next week and that anyone who would like to take a stand on this is more than welcome
to attend.

REGULAR MEETING
Mayor Triplett invited all to the Mayor's Youth Council `Walk for Peace' on
Tuesday evening at 6:30 PM and to wear purple. He also gave thanks to Seminole County and
their brand new sports complex. He said that one of the local restaurant managers mentioned that
business is definitely picking up in the evenings after games.
There being no further business, the meeting was adjourned 418:02 PM.

For purposes of this law, a "relative" includes only the officer's father, mother, son, daughter, husband, wife, brother, sister, father -in -law,
mother -in -law, son -in -law, and daughter -in -law. A "business associate" means any person or entity engaged in or carrying on a business
enterprise with the officer as a partner, joint venturer, coowner of property, or corporate shareholder (where the shares of the corporation
are not listed on any national or regional stock exchange).
