Speaking Before the City Commission. There is a three (3) minutes time limit
for each speaker on each item, except a person representing an organization
and presenting its views during a quasi - judicial hearing will be allowed five (5)
minutes, and a person speaking under Citizen Participation will also be allowed
five (5) minutes. Your cooperation is appreciated in observing the time limit
policy. Each person desiring to address the City Commission on an agenda item
pending before the City Commission must, before addressing the City
Commission, legibly complete a citizen's input form and submit the form to the
City Clerk or designee.
Pledge of Civility. A resolution was adopted by the City Commission of the City
of Sanford recognizing the importance of civility, decency, decorum and
respectful behavior in promoting citizen participation in a democratic government.
The City of Sanford calls upon the elected officials, employees, and the public to

6) CONSENT AGENDA: The action proposed to be taken is stated for each
item on the Consent Agenda. Unless the item is removed from the
Consent Agenda by a City Commission member, no discussion on
individual items will occur and a single motion will approve all items.

A. Approve increasing purchase order for additional landscape
services and award lFB 15/16-23 to LaFluer Nurseries and Garden
Center, LLC in an amount not to exceed $34,757.
B. Approve special event permit with street closures, a noise permit
and an alcohol permit for the monthly 'Dance in the Street' event on
Thursday, September 29, 2016; Thursday, October 27, 2016; and
Thursday, December 29, 2016.
C. Approve the special event permit, noise permit and street closures
for the 'National Nite Out Against Crime' event on Tuesday,
October 4, 2016.
D. Approve CPH Scope of Services to update the Sanford North
Water Reclamation Facility Operation and Maintenance Manual, in
the amount of $48,944.
E. Approve CPH Scope of Services to update the Sanford South
Water Resource Center Liquid Treatment Train Operation and
Maintenance Manual, in the amount of $44,480.

located at 901 Historic Goldsboro Boulevard, contingent upon
payment within 90 days; ML 98020; ML 04008; ML 08163; ML

C. Approve Resolution No. 2604, approving the $6,027,600 SRF loan
for the Wastewater Treatment Facility Construction project
#WW590150 pertaining to the City's wastewater treatment facility

D. Approve Resolution No. 2605, relating to funding needed
improvements to the City's Main Water Treatment Plant including
funding received from the State Revolving Fund loan program with

12) CITIZEN PARTICIPATION
Ms. Thelma Mike asked the City Attorney's office to consider hosting a class to
educate the public on the various amendments and the U.S. Constitution during this election
season.
13) CITY COMMISSIONER'S REPORTS
Commissioner Williams said that this Saturday and Sunday the Goldsboro Front
Porch Council, along with several other organizations are sponsoring `I Love My Sanford' event
from 10 -2. She said that this is a back to school event in which children can obtain school supplies
and haircuts.
Mayor Triplett also invited everyone out to the River Rats first playoff game on
August 3, 2016. This will be a fund raiser for research for the Facial Pain Association.
