City Manager Comments 5:55 — 6:00 PM CITY COMMISSION MINUTES JULY 25, 2016 WORK SESSION The City Commission of the City of Sanford, Florida, met in Work Session on Monday, July 25, 2016, at 5:00 PM, in the Railroad Depot Room, 2nd Floor, City Hall, and 300 North Park Avenue, Sanford, Florida. Present: Mayor Jeff Triplett Vice Mayor Randy Jones (present at 5:15 PM) Commissioner Art Woodruff Commissioner Patty Mahany City Manager Norton N. Bonaparte, Jr. Assistant City Attorney Lonnie Groot Acting City Clerk Traci Houchin Absent: Commissioner Velma Williams City Attorney William L. Colbert City Clerk Cynthia Porter Mayor Triplett called the meeting to order at 5:08 PM. 1. Discussion re: Wastewater Treatment Plant Privatization Dr. Ashley Ansara gave a brief discussion regarding his interest in privatizing the City's wastewater treatment plant. After discussion, there was a consensus among the Commission that there is interest in pursuing the idea, however, at this time, there is not a lot of information. It was suggested that the City Manager put together a working group and explore the idea further. Add on discussion: CRA Chairman Charles Davis advised the Commission that the CRA Board is going in a new direction and offering a new program. He said that they are going to start offering a `new construction grant'. He said that this will be structured the same as the rehabilitation grant with the exception of a lien clause. CITY COMMISSION MINUTES JULY 25, 2016 WORK SESSION Mayor Triplett said that he thinks that this is a great idea; however, he would like to see a lien clause. Mr. Davis said that he will ask the CRA attorney to draft the document with the lien clause. Also, as an FYI, Mr. Davis said that the there is nothing to report on the feasibility study regarding the event center. 2. Regular Meeting Items — additional information A. Contract to sell surplus vacant land on Ridge Drive, across from the Mayfair Golf Course [Commission Memo 16- 236.G] (RM 6.G) Deputy City Manager Tom George said that the Commission determined this property to be surplus over a year ago. The applicant approached the City about purchasing it shortly after it became available. It is currently zoned Single Family and the applicant would like to have the zoning changed to Multi Family. The City has given the applicant 180 days to allow for this. This is an action item on tonight's agenda. B. Public Art Ordinance [Commission Memo 16 -237] (RM 7.A) Historic Preservation Officer /Community Planner Christine Dalton presented the draft ordinance. After reviewing the ordinance, the Commission asked for clearer language throughout the ordinance and for staff to implement a fee schedule prior to second reading. This is an action item on tonight's agenda. Deputy City Manager Tom George said that decisions will soon be coming before the Commission with regards to Worker's Comp Insurance. Currently, the City's policy states that an individual performing work for the City is required to provide a Worker's Comp policy. The City's Paw Park is currently undergoing renovations and CITY COMMISSION MINUTES JULY 25, 2016 WORK SESSION staff would like to bring in a chainsaw artist for the City's first piece of public art. This particular artist works for himself and has no other employees. He does have liability insurance but is not required by the State to carry Worker's Comp Insurance. Mr. George asked the Commission to consider waiving this policy. There was a consensus among the Commission to waive the policy and to bring this back at a future meeting for further discussion. 3. Briefing Items City Manager Bonaparte asked the Commission if there were any questions pertaining to the utility items that are listed on tonight's agenda. Mayor Triplett said that he was concerned about the cost of the operations maintenance manuals. Ben Freeze of CPH explained that the Operations Maintenance Manuals are required by the Department of Environmental Protection for all water treatment plants. He said that the City's north plant has not updated since 1992 and the south plant does not have a manual. Mr. Bonaparte said that there is an add -on item tonight regarding the addition of two police officers. 4.
