City Manager Comments 5:45 — 6:00 PM CITY COMMISSION MINUTES AUGUST 8, 2016 WORK SESSION The City Commission of the City of Sanford, Florida, met in Work Session on Monday, August 8, 2016, at 4:00 PM, in the Railroad Depot Room, 2nd Floor, City Hall, and 300 North Park Avenue, Sanford, Florida. Present: Mayor Jeff Triplett Vice Mayor Randy Jones Commissioner Art Woodruff Commissioner Velma Williams Commissioner Patty Mahany City Manager Norton N. Bonaparte, Jr. City Attorney William L. Colbert City Clerk Cynthia Porter Deputy City Clerk Traci Houchin Mayor Triplett called the meeting to order at 4:07 PM. 1. Discussion re: City to take over a portion of Highway 17/92 along Lake Monroe The Commission discussed whether or not the City should take over a portion of Highway 17/92 in order to move forward with the Riverwalk Phase III project. Mayor Triplett said that this has been an ongoing discussion with several entities: Seminole County, FDOT, CPH, MetroPlan and the City of Sanford. After further discussion, Mayor Triplett asked Deputy City Manager Tom George to prepare a presentation including pros and cons as well as associated costs. 2. Regular Meeting Items — additional information A. Resolution No. 2610, Amending the Classification and Pay Plan [Commission Memo 16 -248] (RM 8.A) This is an action item on tonight's agenda. CITY COMMISSION MINUTES AUGUST 8, 2016 WORK SESSION B. Resolution No. 2611, Grant Agreement with FDEP for the Sanford Nutrient Reduction at Lake Jesup and Lake Monroe Watershed Projects. [Commission Memo 16 -249] (RM 8.13) This is an action item on tonight's agenda. Historic Preservation Officer /Community Planner Christine Dalton C. Resolution No. 2612, revising the Land Development Fee Schedule to include public art related activities. [Commission Memo 16 -251 ] This item was continued to August 22, 2016. Add on Item: Sanford Airport Authority's Fiscal Year 2015/2016 proposed budget amendment. Diane Crews, President and CEO of Sanford Airport Authority reviewed this request and said it is the result of several unanticipated non -grant funded capital items which need an urgent remedy. The amount being requested is $141,000. This is an action item on tonight's agenda. D. Commercial Sales Contract for 113 Palmetto Avenue. [Commission Memo 16 -250] (RM 8 -C) The Commission was presented with two development proposals for 113 S. Palmetto Avenue: Mikana- Triumph and Maggies Public House. Mike and Anna Yebba and Anthony and Maria Sirica reviewed their concept and design plan for retail and boutique shops, restaurant, piazza social area and a special events venue. CITY COMMISSION MINUTES AUGUST 8, 2016 WORK SESSION Mike Smith and Pauli Buster reviewed their development proposal for an Irish Pub influenced concept which offers a gathering place providing basic bar offerings to high -end food and beverage; an oyster /raw bar with an open air seafood kitchen and microbrewery. At tonight's meeting, the Commission will approve a commercial sales contract for development of this site. 3. Briefing Items Public Works Director Bilal Iftikhar provided an estimate in the amount of $54,000 for several renovations that the Mayor said he would like to see take place in the Commission Chambers. Mr. Bonaparte said that they will continue to focus on the walls, carpet and ceiling at this time. 4. City Manager Comments Mr. Bonaparte said that he will not be in attendance at the next meeting. Tom George will serve as the Acting City Manager. There being no further business, the meeting was adjurned at 5:55 PM.
