There is a three (3) minutes time limit for each speaker on each item, except a person representing an organization and presenting its views during a quasi - judicial hearing will be allowed five (5) minutes, and a person speaking under Citizen Participation will also be allowed five (5) minutes. Each person desiring to address the City Commission on an agenda item pending before the City Commission must, before addressing the City Commission, legibly complete a citizen's input form and submit the form to the City Clerk or designee. A resolution was adopted by the City Commission of the City of Sanford recognizing the importance of civility, decency, decorum and respectful behavior in promoting citizen participation in a democratic government. BUSINESS OF THE COMMISSION: 5) Minutes: July 25, 2016 Work Session and Regular Meeting. 6) CONSENT AGENDA: The action proposed to be taken is stated for each item on the Consent Agenda. Unless the item is removed from the Consent Agenda by a City Commission member, no discussion on individual items will occur and a single motion will approve all items. [Commission Memo 16 -245] A. Approve a Purchase Order to Shelly's Environmental Systems in the amount of $150,000 ($45 per ton) for treatment and disposal of the City's biosolids. B. Approve the special event permit, alcohol permit and a noise permit for the `Movie in the Square' event to be held on the 1St Friday of September, October and November 2016. C. Approve the special event permit with street closures and a noise permit for the `Paw Park Grand Opening' event to be held on Saturday, September 24, 2016. D. He said that he is leaving to attend college in Washington, DC and that he will stop in to say hello over the holidays. 13) CITY COMMISSIONER'S REPORTS Commissioner Mahany said the chainsaw artist that began the work in Paw Park has stopped because the tree has more damage than originally thought. At this time, she is working towards a solution. Mayor Triplett thanked everyone for coming out to the recent fund raisers for the Facial Pain Research Foundation.
