09-12-16 RM Agenda and Minutes The City Commission of the City of Sanford, Florida, met in Regular Meeting on Monday, September 12, 2016, at 7:00 PM, in the City Commission Chambers, City Hall, 300 North Park Avenue, Sanford, Florida. CEREMONIAL MATTERS: 2) Legislative Prayer by Pastor Quintin Faison, Rescue Church of God. 3) Pledge of Allegiance. 4) Presentations, Proclamations and Awards: Youth Council introduction of new council members, initiatives for 2016-2017 school year, and discussion regarding their experience at the 2016 Annual FLC Conference. BUSINESS OF THE COMMISSION: 5) Minutes: August 22, 2016 Special Joint Meeting with SAA; August 22, 2016 Work Session and Regular Meeting. Vice Mayor Jones moved to approve the Minutes. Publicized via County Truth-in-Millage notification to all property owners. [Commission Memo 16-264] A.Presentation of the Proposed 2016/2017 Budget. Finance Director Cynthia Lindsay presented the proposed budget. B.Public comments and questions regarding the proposed millage rate and budget. C.Approve Resolution No. 2616, establishing the millage rate of 7.325 for the fiscal year beginning October 1, 2016 and ending September 30, 2017. Commissioner Woodruff moved to approve Resolution No. 2616. First Street by changing the proposed high school to an elementary school and add multiple family residential, age restricted residential, office, and retail uses and rename it to All Souls Transit Village PD; owner: John G. Noonan, Bishop, Diocese of Orlando, His Successors & Assigns, A Corp. Sole; Ad published September 11, 2016. [Commission Memo 16-268] Ray Bradick with PKA of Orlando gave a presentation on the PD Amendment for the All Souls Transit Village. Zach Waters, resident of Sanford, asked what will happen to the All Souls School that is downtown and Mr. Bradick said at this time there are no plans. Joe Torresin, resident of Sanford, said that SunRail is not accountable and will probably create a negative impact or create issues for the project. Commissioner Williams moved to approve the first reading of Ordinance No. 4389. Seconded by Vice Mayor Jones and carried by vote of the Commission as follows: Mayor Triplett Aye Vice Mayor Williams Aye Commissioner Woodruff Aye Commissioner Jones Aye Commissioner Mahany Aye B.Approve Resolution No. 2618, amending the budget in an amount not to exceed $825; and authorize procurement of brick engraving from C Spray Glass Blasting, Inc. Seconded by Vice Mayor Jones and carried by vote of the Commission as follows: Mayor Triplett Aye Vice Mayor Williams Aye Commissioner Woodruff Aye Commissioner Jones Aye Commissioner Mahany Aye C.Approve Resolution No. 2620, amending the Capital Project Budget to recognize thee increase of $50,000 for the 17-92 CRA Grant for Paw Park Village; and approve the Second Amendment to the Paw Park Improvement Project Agreement which reflects the increase in funding. Seconded by Commissioner Woodruff and carried by vote of the Commission as follows: Mayor Triplett Aye Vice Mayor Williams Aye Commissioner Woodruff Aye Commissioner Jones Aye Commissioner Mahany Aye 10) 11) City Manager Bonaparte said that Mayor Triplett took part in a Mayors Panel that was presented to Leadership Seminole last Friday and that it was very entertaining. 12) CITIZEN PARTICIPATION 13) Commissioner Woodruff said that there were about 20 volunteers (including City employees) that came out to paint the Hopper Academy over the weekend. He also thanked Historic Preservation Officer/Community Planner Christine Dalton for her time in helping and in the paint selection.
