09-12-16 WS Agenda and Minutes S12,2016 EPTEMBER WORKSESSION The City Commission of the City of Sanford, Florida, met in Work nd Session on Monday, September 12, 2016, at 4:00 PM, in the Railroad Depot Room, 2 Floor, City Hall, and 300 North Park Avenue, Sanford, Florida. Present: Mayor Jeff Triplett Vice Mayor Randy Jones Commissioner Art Woodruff Commissioner Velma Williams Commissioner Patty Mahany City Manager Norton N. Bonaparte, Jr. City Attorney William L. Colbert City Clerk Cynthia Porter Deputy City Clerk Traci Houchin Mayor Triplett called the meeting to order at 4:10 PM. 1.Board Interviews [Commission Memo 16-272] City Clerk Cynthia Porter distributed an application from Benjamin Dyal and Christopher Henry which was received after the agenda was distributed. The Commission interviewed the following applicants: William McGrew; Chris Henry; Earle Powell; and Mario Hicks. Commissioner Woodruff said that he feels that the Commission is doing a disservice to applicants by the way the board interviews are being conducted. There was a consensus of the Commission that all applicants go through the interview process, as well as those who are up for re-appointment. The City Clerk will schedule additional interviews for the next Work Session. rd 2.Presentation of City Financial Report 3 Quarter Ended June 30, 2016 Finance Director Cynthia Lindsay presented the report. S12,2016 EPTEMBER WORKSESSION 3.Regular Meeting Items additional information A.Former Sanford Manufactured Gasification Plant Declarations of Restrictive Covenants [Commission Memo 16-263.F] Public Works Director Bilal Iftikhar said that with the execution of the Declaration of Restrictive Covenants, groundwater will be limited and disturbance of the site will be prohibited. 3.Briefing Items Planning & Development Services Director Russ Gibson distributed and reviewed a listing of development projects in progress throughout the City. Public Works Director Bilal Iftikhar is working with FDOT to enhance the medians along SR 46; once complete, Mr. Iftikhar they will be maintained more frequently. Mayor Triplett said that he did an interview today with Channel 9 pertaining to the lawsuit against FDOT and the SunRail Maintenance Yard. City Manager Bonaparte distributed information pertaining to the jobs being advertised by the Choice Neighborhoods Grant. He also distributed a copy of an email that he recently sent to all employees pertaining to the salary survey. He said that no automatic increases will be given to employees until the Commission has had a chance to review the results of the salary study. Commissioner Woodruff said that he would like to discuss the catalyst site. Each Commissioner met with the developer individually and he would like to know S12,2016 EPTEMBER WORKSESSION how they feel before it comes time to vote. Commissioner Mahany asked when that will be and Mr. Bonaparte said that it will come before the Commission for first reading on October 10, 2016. Mayor Triplett said that there is a lot of discussion that needs to take place prior to making a decision. He said that he would like the developer to come in and present their thoughts and ideas to the Commission. Commissioner Woodruff said that he would like to have a meeting sooner than later. City Attorney Colbert said that the legal office is still in the process of reviewing the development agreement. Once the agreement has been reviewed by staff they are going to need to address policy issues. Because of this, th he said that the October 10 date is optimistic. Mr. Bonaparte offered to move forward and set up individual meetings with the City Commission, City Staff and legal. Historic Preservation Officer/Community Planner Christine Dalton said that due to the activity in the construction industry, progress on the Paw Park reconstruction has been delayed until late October or early November. 4.City Manager Comments There being no further business, the meeting was adjourned at 5:55 PM. ___________________________________ Mayor Jeff Triplett Attest: __________________________________ City Clerk (TH)
