The City Commission of the City of Sanford, Florida, met in Regular Meeting on
Monday, September 26, 2016, at 7:00 PM, in the City Commission Chambers, City Hall, and 300
North Park Avenue, Sanford, Florida.

2016/2017 BUDGET. Publicized in the Orlando Sentinel on September 22, 2016.

A. Declare the public hearing on the millage and budget open. This is the final public
hearing on the City of Sanford's 2017 Millage and 2017 Budget. The proposed
millage of 7.325 is the rate as last year.

8) CONSENT AGENDA [Commission Memo 15-274]
A. Approve Water Service Only to property at 2210 Hawkins Avenue, with owner
responsible for all impact and connection fees; that the Annexation Petition to be
recorded in the public records; and to consider annexation when the property

becomes contiguous to City boundaries; Milspec KSD LLC, owner.
B. Approve the purchase of two 2017 Braun Chief XL Type I Rescue/Ambulances on
2017 Ram 4500 Standard Cabs from Ten -8 Fire Equipment Company in the total
net amount of $463,526; and declare the 2007 Medic Tec 4300 Rescue and the 2009
Medic Tec 4300 Rescue as surplus to be disposed of by auction when the new
vehicles are prepared for service.
C. Approve the purchase of protective clothing and equipment from Fisher Scientific
Company, LLC, for Fire Department operations in an amount not to exceed
$75,000.
D. Approve the purchase of Fire Department emergency medical supplies from Bound
Tree Medical, Inc., in an amount not to exceed $90,000.
E. Approve the procurement of landscape maintenance services from LaFleur
Nurseries and Garden Center, LLC, in an amount not to exceed $90,082.
F. Approve the FY 2016/17 insurance renewal with the Florida League of Cities for
property, automobile, liability and Workers Compensation coverage.
G. Authorize the Police Department to renew the motorcycle lease agreement with
Rossmeyer Daytona Motorcycles and trade in of seven 2015 leased motorcycles for
2017 leased motorcycles.
H. Approve proposed Scope of Services with CPH Engineers to perform engineering
design services for the Main Water Treatment Plant improvements design,

permitting, and SRF Funding Assistance, in the amount of $584,950.
I. Approve the CDBG Advisory Board's recommendation to fund five organizations
at the recommended level totaling $62,182 from the CDBG Public Services
allocation for Program Year 2016/17. (WS -3.A)
J. Approve Memorandum of Agreement with the Sanford Housing Authority and the
Orlando Housing Authority for the administration of the Goldsboro Choice
Neighborhoods Initiative Planning Grant. (WS -3.B)

interest under Section 112.3143, Florida Statutes.
Your responsibilities under the law when faced with voting on a measure in which you have a conflict of interest will vary greatly depending
on whether you hold an elective or appointive position. For this reason, please pay close attention to the instructions on this form before

INSTRUCTIONS FOR COMPLIANCE WITH SECTION 112.3143, FLORIDA STATUTES
A person holding elective or appointive county, municipal, or other local public office MUST ABSTAIN from voting on a measure which
would inure to his or her special private gain or loss. Each elected or appointed local officer also MUST ABSTAIN from knowingly voting on
a measure which would inure to the special gain or loss of a principal (other than a government agency) by whom he or she is retained
(including the parent, subsidiary, or sibling organization of a principal by which he or she is retained); to the special private gain or loss of a
relative; or to the special private gain or loss of a business associate. Commissioners of community redevelopment agencies (CRAs) under
Sec. 163.356 or 163.357, F.S., and officers of independent special tax districts elected on a one -acre, one -vote basis are not prohibited
from voting in that capacity.
For purposes of this law, a "relative" includes only the officer's father, mother, son, daughter, husband, wife, brother, sister, father-in-law,
mother-in-law, son-in-law, and daughter-in-law. A "business associate" means any person or entity engaged in or carrying on a business
enterprise with the officer as a partner, joint venturer, coowner of property, or corporate shareholder (where the shares of the corporation
are not listed on any national or regional stock exchange).
ELECTED OFFICERS:
In addition to abstaining from voting in the situations described above, you must disclose the conflict:
PRIOR TO THE VOTE BEING TAKEN by publicly stating to the assembly the nature of your interest in the measure on which you are
abstaining from voting; and
