09-26-16 WS Agenda & MinutesCITY COMMISSION MINUTES SEPTEMBER 26, 2016 WORK SESSION The City Commission of the City of Sanford, Florida, met in Work Session on Monday, September 26, 2016, at 4:00 PM, in the Railroad Depot Room, 2nd Floor, City Hall, and 300 North Park Avenue, Sanford, Florida. Present: Mayor Jeff Triplett Vice Mayor Randy Jones (present at 4:57 PM) Commissioner Art Woodruff Commissioner Velma Williams Commissioner Patty Mahany Acting City Manager Tom George City Attorney William L. Colbert (present at 4:41 PM) City Clerk Cynthia Porter Deputy City Clerk Traci Houchin Absent: City Manager Norton N. Bonaparte, Jr. Mayor Triplett called the meeting to order at 4:10 PM. 1. Board Interviews [continuation from September 12, 2016] The Commission interviewed the following applicants: Benjamin Dyal; Ana Yebba; Cheryl Deming; Carsandra Buie; Jennifer Dane; Tom Green: and Frank Ioppolo. This is an action item on tonight's agenda. 2. Discussion re: Remodel of Commission Chambers Public Works Director Bilal Iftikhar distributed a handout regarding quotes of what would be required to remodel the Commission Chambers. He also presented a conceptual model of what the Commission Chambers would look like upon completion. There was a consensus among the Commission to move approve the concept but to await funding until results of the salary study. 3. Regular Meeting Items — additional information CITY COMMISSION MINUTES SEPTEMBER 26, 2016 WORK SESSION A. CDBG Public Services grant request for Program Year 2016/2017. [Commission Memo 16-274.I] (RM 8.I) Community Relations & Neighborhood Engagement Director Andrew Thomas explained that this recommendation is to fund five (5) organizations totaling $62,182 from the CDBG Public Services allocation for Program Year 16/17. This will be an action item on tonight's agenda. B. Memorandum of Agreement with the Sanford Housing Authority and the Orlando Housing Authority for the administration of the Goldsboro Choice Neighborhoods Initiative Planning Grant. [Commission Memo 16-274.J] (RM 8.J) Community Relations & Neighborhood Engagement Director Andrew Thomas explained that the Memorandum of Agreement needs to be approved by the Commission for the administration of the 2015/2016 Choice Neighborhoods Initiative Planning Grant. This is an action item on tonight's agenda. 3. Briefing Items Police Chief Cecil Smith distributed a folder containing various Sanford Police Department policies and procedures including: Firearms and Response to Resistance; Recommended response to resistance continuum; defensive action report; body camera policy and related public record request information. In light of the nation's recent events, he felt that the Commission could benefit by having a better understanding of the policies, especially with the few that are being heavily relied upon at this time.
