City Manager Comments 5:55 — 6:00 PM CITY COMMISSION MINUTES 2016 -002 OCTOBER 10, 2016 WORK SESSION The City Commission of the City of Sanford, Florida, met in Work Session .on Monday, October 10, 2016, at 4:00 PM, in the Railroad Depot Room, 2nd Floor, City Hall, and 300 North Park Avenue, Sanford, Florida. Present: Mayor Jeff Triplett Vice Mayor Randy Jones (present at 4:37 PM) Commissioner Art Woodruff Commissioner Velma Williams (present at 5:56PM) Commissioner Patty Mahany (present at 4:25 PM) Acting City Manager Tom George City Attorney William L. Colbert Acting City Clerk Traci Houchin Absent: City Manager Norton N. Bonaparte, Jr. City Clerk Cynthia Porter Mayor Triplett called the meeting to order at 4:10 PM. 1. Presentation re: Volusia Transit Connector Study Alan Danaher, Assistant Vice President of Transit & Rail Systems at WSPIParsons Brinckerhoff, provided a brief presentation. 2. Discussion re: US 17 -92 (SR 15 -600) Jurisdictional Transfer [Commission Memo 16 -283] Acting City Manager Tom George said that staff is seeking direction from the Commission on moving forward with negotiations between the City and FDOT on the transfer of this roadway to the City for repair and maintenance responsibility. Mr. George introduced David Gierach, President of CPH Engineers, who distributed and reviewed a handout on the central design of the Riverwalk Phase III Project along with the estimated costs and funding. Presentation re: Classification & Pay Study Human Resource Director Fred Fosson introduced Carolyn Long, Executive Vice President of Management Advisory Group, who gave a presentation regarding the Study. She said the next step will be to discuss creative ways to implement the plan. Mr. George said that staff will bring back some ideas to discuss with the Commission on November 14, 2016. 4. Regular Meeting Items — additional information A. Catalyst Site Memorandum of Understanding Amendment [Commission Memo 16- 282.H] (RM 6.H) Planning & Development Services Director Russ Gibson said that staff is recommending that an additional 60 days be added to the original agreement, extending the date to December 19, 2016. This is an action item on tonight's agenda. B. Ft. Mellon Amphitheater Project [Commission Memo 16 -285] (RM 8.A) After a brief discussion, there was a consensus among the Commission to terminate this project. 5. Briefing Items 6.
