WORK SESSION
The City Commission of the City of Sanford, Florida, met in Work
Session on Monday, October 24, 2016, at 4:00 PM, in the Railroad Depot Room, 2nd
Floor, City Hall, and 300 North Park Avenue, Sanford, Florida.

Mayor Triplett called the meeting to order at 4:06 PM.
1. Discussion re: Development of City's Legislative Agenda
Mayor Triplett asked staff to schedule a representative from the Florida
League of Cities to come and discuss the process of preparing their legislative agenda and
the topics selected. City Attorney Colbert also suggested that staff could reach out to the
Florida Chamber as they too prepare a list of topics to go before the Legislature. City
Manager Bonaparte said that he will schedule this for a future Work Session.
2. Discussion re: Proposed 2017 City Commission Regular Meeting Schedule

City Clerk Cynthia Porter presented the proposed 2017 City Commission
Regular Meeting Schedule. There was a consensus among the Commission to accept the

schedule as presented. A resolution will be prepared to adopt the schedule at the next
meeting.
3. Regular Meeting Items — additional information
A. Memorandum of Agreement with East Central Florida Regional Planning
Council relating to the Goldsboro Choice Neighborhood Initiative Grant.

Community Relations and Neighborhood Engagement Director Andrew
Thomas explained that the Memorandum of Agreement will allow the East Central
Florida Regional Planning Council to perform a study for the City of Sanford as part of
the Choice Neighborhoods Initiative Grant. This is an action item on tonight's agenda.
B. Ordinance No. 4392, amending City Code re: Pedal Bus (Megacycle)
[Commission Memo 16 -288] (RM 7.13)
Police Chief Cecil Smith explained that this is an amendment to City Code
addressing the detailed provisions of the new State law regarding Pedal Bus (Megacycle).
This is an action item on tonight's agenda.
C. Resolution No. 2628, establishing a Brownfield Redevelopment area at
1775 East Lake Mary Boulevard [Commission Memo 16 -289] (RM 7.C)
Economic Development Director Bob Turk introduced Michael Sznapstajler of Cobb
Cole, Attorneys at Law. Mr. Sznapstajler provided a brief powerpoint presentation
relating to Brownfields. This is an action item on tonight's agenda.

A. Presentation of Public Records Request Annual Report.

Records Manager Pat Lee reviewed the Public Record Requests annual
report for FY 2016.
B. City Manager's Annual Performance Evaluation.
City Clerk Cynthia Porter distributed the evaluation forms to each
Commissioner and asked that it be returned no later than November 10, 2016.
5. City Manager Comments
Mr. Bonaparte said that there will be a live broadcast by MSNBC at
Magnolia Square tomorrow as Donald Trump will be holding a rally from 3:00 -4:00 PM
at the Orlando Sanford Airport.
Mr. Bonaparte distributed a handout to the Commission with three options
to select from pertaining to the City's upcoming holiday schedule. After reviewing the
options, there was a consensus among the Commission to move forward with Schedule 3
Lastly, Mr. Bonaparte said that the City Manager's Annual report will be
presented at the November 14`h Regular Meeting.
Deputy City Manager Tom George stated that the Public Works
Department may need to come before the Commission to request additional funding that
may be needed to continue picking up hurricane debris.
There being no further business, the meeting was adjourned at 6:08 PM.
