WORK SESSION
The City Commission of the City of Sanford, Florida, met in Work
Session on Monday, November 14, 2016, at 4:00 PM, in the Railroad Depot Room, 2nd
Floor, City Hall, and 300 North Park Avenue, Sanford, Florida.

Mayor Triplett called the meeting to order at 4:06 PM.
1. Discussion re: Extension of the lease agreement with the Goldsboro Westside
Community Historical Association. [Commission Memo 16 -303]
Deputy City Manager Tom George said that the Association would like to
continue with the lease agreement on an annual basis. There was a consensus of the
Commission to move forward with the lease. City Manager Bonaparte said that staff will
draft the lease agreement for the December 12, 2016, Regular Meeting.
Pasha Baker, Director and CEO of the Goldsboro Westside Community
Historical Association, Inc, gave a brief presentation of what direction the association is
moving towards, both new and upcoming.
2. Discussion re: Cottage Homes Draft Design. [Commission Memo 16 -304]

Historic Preservation Officer and Community Planner Christine Dalton
introduced Jerry Mills of BHM Architecture. Mr. Mills gave a brief powerpoint
presentation of the design models that he has developed for this project. He said that he
would like to start on the construction documents as soon as possible so that the project
can move forward with the additional designs There was a consensus of the Commission
to move forward with construction documents of Model 2 -B.
3. Discussion re: Options relative to regulation of marijuana land uses.
Planning & Development Services Director Russ Gibson distributed and
discussed a handout that was prepared by the City Attorney which provides the City's
options on how to move forward with the passing of Amendment 2, the regulation of
medical marijuana. Police Chief Cecil Smith said that as of January 2017, the State of
Florida has six months to establish criteria and implement the final regulations pertaining
to this. City Attorney Colbert suggested that the City implement a moratorium during this
time and begin drafting an Ordinance regarding the regulations. A directive can be given
at tonight's meeting.
4. Regular Meeting Items — additional information

Interim Utility Director Bill Marcous introduced David Gierach of CPH
Engineering who explained the bioslids process. Mr. Gierach said that by implementing

this program, the City will see a cost savings of about $400,000 per year in bioslids
disposal. This will also include new infrastructure for the treatment plant. This is an
action item on tonight's agenda.
B. Southgate Plat Development Order No. 12 -024 that would reduce the
maintenance bond for roads from five years to three years. [Commission
Memo 16 -302] (RM 8.E)
Mayor Triplett said that he would like to stick to the original agreement.
This is an action item on tonight's agenda.
C. Pay and Classification Study. [Commission Memo 16 -301, 307] (RM 8.F)
Mr. Bonaparte said that the staff recommendation is to give all employees
a 2.3% increase and bring any and all employees up to the minimum of the pay scale, if
not already there. After further discussion, there was a consensus among the Commission
to have an Executive Session at 3:00 PM on Monday, November 21, 2016 followed by
Special Work Session at 4:00 PM for further discussion on this item.
