Consider appeal of denial by the Planning & Zoning Commission of a Conditional Use for the purpose of establishing two (2) two - family dwellings (duplexes) at 419 Pecan Avenue; Emory Green, Owner; R T Hillery, Agent; Notice published December 28, 2016; Notices mailed December 22, 2016; Property posted December 22, 2016. [Commission Memo 17 -002] There was a lengthy discussion and citizen participation by those who were opposed and those who were in favor of the proposed development. Vice Mayor Jones moved to overturn the Planning & Zoning Commission's decision to deny this item, based on the evidence presented tonight (this property is in keeping with the character of the neighborhood) with two additional conditions: 1) enhanced landscaping along 5`" Street and 2) the buildings to front Pecan Avenue. Approve Resolution No. 2644, providing for an amendment to the Classification and Pay Plan by reclassifying two temporary full time equivalents (FTE) maintenance workers to two regular full time equivalents, both in the Recreation Department. Seconded by Commissioner Woodruff and carried by vote of the Commission as follows: Mayor Triplett Aye Vice Mayor Jones Aye Commissioner Woodruff Aye Commissioner Williams Aye Commissioner Mahany Aye 9) CITY ATTORNEY'S REPORT. 10) CITY CLERK'S REPORT. 11) CITY MANAGER'S REPORT Mr. Bonaparte wished all a Happy New Year. 12) CITIZEN PARTICIPATION 13) CITY COMMISSIONER'S REPORTS Commissioner Woodruff said that the Commission needs to look into rezoning Goldsboro. He suggested that a good time for this would be during the Choice Neighborhood discussion. He also said that he would like to know if there is a plan in place for the next steps with the Catalyst site. Mayor Triplett said that he is waiting for a response to the information that he sent to the developer. Mr. Bonaparte said that he will contact the development group and inform them that the City is looking forward to a response in order to move forward in reaching an agreement. Commissioner Woodruff said that the Commission needs to have a discussion regarding what the Mayor wrote. The Mayor asked the Commission to give their points to the CITY COMMISSION MINUTES .JANUARY 9, 2017 REGULAR MEETING City Manager because he doesn't want to negotiate publicly. Mr. Bonaparte said that he will meet with each Commissioner to discuss the catalyst site. Commissioner Williams said Seminole Gardens is under new management and distributed a handout with additional information. There being no further business, the meeting was adjourned atk9:15 PM.
