WORK SESSION
The City Commission of the City of Sanford, Florida, met in Work
Session on Monday, January 9, 2017, at 4:00 PM, in the City Commission Chambers,
City Hall, 300 North Park Avenue, Sanford, Florida.

Mayor Triplett called the meeting to order at 4:03 PM.
1. Discussion re: LYNX services.
Mr. Edward Johnson, CEO, LYNX, said that the Lynx organization is
working towards improving their service efficiencies, performance and cleanliness at all
bus stops. The goal is to provide on -time performance along with safety and security.
They will be conducting an in depth study which may take up to 18 months. He would
like community input as well as input from the funding partners. Mr. Johnson also said
that he would like to address the Commission on a regular basis in order to keep an open
dialogue. He will provide a power point presentation at tonight's Regular Meeting.

Planning and Development Services Director Russ Gibson distributed a
list of cities that have a moratorium in place or are considering a moratorium. He said
that he is confident that the six month moratorium will be sufficient time in order to
develop regulations on locations. City Attorney Colbert said that the City is moving in
the right direction with this issue. This is an action item on tonight's agenda.
B. Special Event — Severe Weather Awareness Week

City Attorney Colbert said that according to the agreement that the County
has set in place for this particular event places more liability on the City of Sanford than
on Seminole County. This particular agreement should be addressed with the County in
the future. Mayor Triplett offered to speak to the Chairman of the County Commission.
This is an action item on tonight's agenda.
C. Resolution No. 2641, Capital Repairs and Replacements
[Commission Memo 17 -006] (RM 8.13)
Parks & Grounds Operations Manager Robert Beall provided a list of
recommendations for Capital Improvement Projects for consideration in the agenda
memo. Commissioner Woodruff said that he would like to discuss two additional items:
1) City Commission Chamber Renovations at $65,000 and 2) Lighting at Red Barber
Park at $6,380. After further discussion, there was a consensus among the Commission to
move forward with the lighting at Red Barber Park and continue discussion on the

renovation of the Commission Chambers. Staff will bring back the complete project cost
with options for seating. This is an action item on tonight's agenda
D. Resolution No. 2642, Adopt -A -Park Program 2015/2016 [Commission
Memo 17 -007] (RM 8.C)
Parks & Grounds Operations Manager Robert Beall explained that this is
modeled after the Adopt -A -Road program in which the community can get involved.
This is an action item on tonight's agenda.
City Manager Bonaparte asked Mr. Beall to provide an update on Paw
Park. Mr. Beall said that park renovations are nearly complete and a tentative date for the
grand opening is set for February 11, 2016.
E. Resolution No. 2643, Centennial Park Gazebo Funding
[Commission Memo 17 -008] (RM 8.1))
Parks & Grounds Operations Manager Robert Beall distributed and
reviewed a layout of the park and gazebo. He said that completion may be mid -year.
This is an action item on tonight's agenda.

3. Briefing Items
Mr. Bonaparte said that the City has an opportunity to enhance IT services
by piggybacking on a contract with Vital. Commissioner Mahany asked IT Manager

Chris McDeed to explain why this is needed. He said that this is the best way to service
the department's needs faster and in a timelier manner. The contract will provide for one
technician at both City Hall and the Public Safety Complex. Additional Vital Staff will
support the following services: desk side support, application installation,
troubleshooting, repairs, help desk services, printer support, inventory, air cards and cell
phones.

4. City Manager Comments
Mr. Bonaparte asked the Commission to choose a date for which they
would like to have a session in which they could establish priorities. The consensus
among the Commission was February 6, 2017 at 4:00 PM.
Commissioner Mahany asked Mr. Bonaparte to research if the City of
Sanford is a Sanctuary City. He said that he has researched the information and stated
that the City of Sanford is not a Sanctuary City.
Commissioner Woodruff asked if the City should provide light in alleys.
The Mayor said that homeowners should take responsibility for lighting their property
and can contract with FPL for light poles. Commissioners Williams and Woodruff will
send comments from their constituents regarding this item.
There being no further business, the meeting was adjourned at 6:05 PM.
