Discussion regarding funds for Choice Neighborhood Grant office space CITY COMMISSION MINUTES 2017 -053 NOVEMBER 21, 2016 SPECIAL WORK SESSION The City Commission of the City of Sanford, Florida, met in a Special Work Session on Monday, November 21, 2016, at 4:00 PM, in the Railroad Depot Room, 2" d Floor, City Hall, and 300 North Park Avenue, Sanford, Florida. Present: Mayor Jeff Triplett Vice Mayor Randy Jones Commissioner Art Woodruff Commissioner Velma Williams Commissioner Patty Mahany City Manager Norton N. Bonaparte, Jr. Assistant City Attorney Lonnie Groot City Clerk Cynthia Porter Deputy City Clerk Traci Houchin Mayor Triplett called the meeting to order at 4:20 PM. 1. Discussion re: Pay and Classification Study Implementation City Manager Bonaparte said that this item is for discussion only and that action will be taken at the next regular scheduled meeting on December 12, 2016. Vice Mayor Jones said that the pay study provided information on where the City was in terms of pay, especially in areas they were not aware of. Although this is not what he would like to see implemented, it is a starting point. He said that he is not comfortable with the increase being focused on new employees. He would like to see more focus on the City's long term employees. He recommended that the Commission consider lowering the minimum pay scale and increasing the middle. There was a consensus among the Commission to provide all employees with a 2.3% increase, use CITY COMMISSION MINUTES 2017 -054 NOVEMBER 21, 2016 SPECIAL WORK SESSION 7% to address compression issues among general employees and to lower the market minimums in order to free up additional monies to address compression. 2. Discussion re: Funding for Choice Neighborhood Grant office space Community Improvement and Engagement Director Andrew Thomas explained that the Sanford Housing Authority (SHA) has been looking for office space in the Goldsboro area. There has been difficulty in doing so. At this time the organization has found a privately owned location in which the owner will provide rent free over a two year period. The location needs renovations which the grant cannot be used for. The SHA is asking the City to provide them the money in the form of a loan or a grant and in return they will make monthly (rent) payments to the City over the two year period. There was a consensus among the Commission to direct staff to bring this item back for further discussion. Lastly, Mr. Bonaparte distributed a letter to the Commission pertaining to an upcoming Public Hearing that will be held at the library.
