City Manager Comments 5:55 — 6:00 PM CITY COMMISSION MINUTES FEBRUARY 13, 2017 WORK SESSION The City Commission of the City of Sanford, Florida, met in Work Session on Monday, February 13, 2017, at 4:00 PM, in the Commission Chambers, City Hall, 300 North Park Avenue, Sanford, Florida. Present: Mayor Jeff Triplett Vice Mayor Patty Mahany (present @ 4:07 PM) Commissioner Art Woodruff Commissioner Patrick Austin City Manager Norton N. Bonaparte, Jr. City Attorney William L. Colbert City Clerk Cynthia Porter Deputy City Clerk Traci Houchin Absent: Commissioner Velma Williams Mayor Triplett called the meeting to order at 4:05 PM. 1. Presentation by FDOT re: CR 46 /Rinehart Road Intersection Design and 1 -4/17- 92 Intersection Design. Luis Diaz of FDOT presented a powerpoint presentation pertaining to I -4 Beyond the Ultimate Project. 2. Update re: City Projects by Deputy City Manager Tom George. Mr. George presented a citywide project update on some of the City's upcoming projects. He said that this is something that he would like to bring forward on a monthly basis. This item will be on the next agenda for full discussion. 3. Discussion re: Water Availability for New Developments CITY COMMISSION MINUTES FEBRUARY 13, 2017 WORK SESSION Interim Utilities Director Bill Marcous, along with Utility Engineer Richard Blake, distributed and reviewed a handout pertaining to water and sewer demands. Increased development demands are significantly impacting the City's Consumptive Use Permit issued by the St. Johns River Management District which has a usage limit of 9.58 million gallons per day. Developments proposed to be developed in the County but have the need for City water could greatly impact the City's water supply. He said that they will continue to work on an alternative water supply but would like direction from the Commission on the prioritization of projects going forward. After discussion, it was determined that staff would present information pertaining to the availability of water service so that the Commission can make a decision that is in the best interest of the City. 3. Regular Meeting Items — additional information A. Mayor's annual appointments to boards /committees. This item was continued until the next meeting. B. IAFF and FOP Contracts. This is an action item on tonight's agenda. C. Third Amendment to MOU with Sanford Waterfront Partners re: Catalyst Site. [Commission Memo 17 -029] (RM 8.E) CITY COMMISSION MINUTES FEBRUARY 13,2017 WORK SESSION City Manager Bonaparte said that staff had a productive meeting with the Sanford Waterfront Partners. The current expiration date on the MOU is February 20, 2017. In order to move forward, staff is proposing an extension of the MOU to April 26, 2017. This is an action item on tonight's agenda. Mr. Bonaparte explained that there is an item on tonight's agenda (Lake Protection Ordinance) that the Commission may like to discuss in more detail. After discussion, Mayor Triplett asked that this item be continued until March 13, 2017. 4. Briefing Items 5. Continued discussion re: Commission Chambers renovation Public Works Director Bilal Iftikhar said that the entire cost to renovate the Commission Chamber is $125,206.72. There was a consensus among the Commission to move forward with the renovation. 6. City Manager Comments There being no further business, the meeting Was adourned at 6:01 PM.
