Speaking Before the City Commission. There is a three (3) minutes time limit
for each speaker on each item, except a person representing an organization
and presenting its views during a quasi-judicial hearing will be allowed five (5)
minutes, and a person speaking under Citizen Participation will also be allowed
five (5) minutes. Your cooperation is appreciated in observing the time limit
policy. Each person desiring to address the City Commission on an agenda item
pending before the City Commission must, before addressing the City
Commission, legibly complete a citizen's input form and submit the form to the
City Clerk or designee.
Pledge of Civility. A resolution was adopted by the City Commission of the City
of Sanford recognizing the importance of civility, decency, decorum and
respectful behavior in promoting citizen participation in a democratic government.
The City of Sanford calls upon the elected officials, employees, and the public to

6) CONSENT AGENDA: The action proposed to be taken is stated for each
item on the Consent Agenda. Unless the item is removed from the
Consent Agenda by a City Commission member, no discussion on
individual items will occur and a single motion will approve all items.

A. Approve a new Continuing Professional Services Agreement with
the firms of Public Resources Management Group, Inc. (PRMG)
and Raftelis Financial Consultants, Inc. for consulting services.
B. Approve the special event permit with an alcohol and noise permit
for the 'Hooters Regional Swimsuit Pageant' to be held on
Saturday, April 29, 2017.
C. Approve the special event permit, alcohol permit, noise permit and
street closures for the 'Hollerbach's Springfest' to be held on
Saturday, May 13, 2017.
D. Approve the special event permit, alcohol permit, noise permit and
street closures for 'Hollerbach's Oktoberfest' event to be held on

E. Approve the special event series permit, noise permit and an

Engineering to obtain plan review services, inspection services and
related tasks.
G. Approve procurement to CPH Inc. in an amount not to exceed
$98,460, for design services for the Oak Avenue Pond Project.

A. Continuation of the first reading of Ordinance No. 4400,
amending City Code, Land Development Regulations, to establish
regulations for "keyhole" non-navigable lake protection; Ad

B. First reading of Ordinance No. 4402, to rezone a 5.16 acre parcel
located at 985 Rinehart Road from AG, Agriculture to PD, Planned
Development and adding it to the Southridge PD to create the
Southridge South PD subject to a Development Order that includes

C. Condemnation of two structures located at 817 Pecan Avenue;
owner: Leverage Real Estate LLC,; Notice of public hearing sent to
