MEMORANDUM OF UNDERSTANDING
Between
CAREERSOURCE CENTRAL FLORIDA
and
CITY OF SANFORD
This Memo of Understanding(MOU)set the terms and understanding between CareerSource Central
Florida (CSCF) and the City of Sanford (City)for the City's Summer Job Program. Notwithstanding the
forgoing the CSCF and the City are not in a contractual relationship and merely are articulating their
understandings of grants made by the City and related matters to ensure that the City can adequately
monitor programs in which it is involved and delineate areas of responsibilities.This document does not
create a contractual relationship between the parties nor any funding obligations but does represent the
understanding of the undersigned as set forth herein with regards to the implementation of the City's
Summer Job Program.
Purpose:
The City's Summer Job Program will target Goldsboro and Georgetown youth, between the ages of 16-
19 who are high school students that reside in the City(or adjoining neighborhoods.)The City will
partner with CSCF to provide students with life management training, occupational skills training,
leadership development and financial literacy education.At the successful completion of the training
course,the youth will have the opportunity to obtain a paid summer internship.
Cooperation
Services to be rendered by the City include the following:
• Select a point of contact that will be accessible,as needed,to the CSCF Career Services
Consultant.
• Assist in identifying up to 40 youth within the target geographic area that meets CSCF's eligibility
requirements for participation in the program
• Assist in identifying 15-20 local businesses to serve as host worksites for the youth internships.
Provide CSCF with contact information whereas CSCF can obtain required worksite agreements
from each business.
• Ensure all participants have access to a four-day work skills training program that includes the
following topics: leadership, appropriate dress, customer service skills,communication skills, life
management skills,decision-making skills and financial literacy.
• Be responsible for funding youth participating in the Summer Job Program that do not meet
CSCF's program eligibility requirements. Funding would include incentives for successful
completion of the work skills training course ($200)and the wages associated with the summer
internship component($9.00 an hour for 20 hours a week for a maximum of seven weeks)
• Coordinate an educational field trip for all participants at the conclusion of the Summer Job
Program to select universities/colleges for all Summer Job Program participants at the
conclusion of the Summer Job Program.
Services to be rendered by CSCF include the following:
• CSCF will provide administrative oversight and case management services for up to 40 youth
participating in the City's Summer Job Program
• Provide funding for 40 youth,who meet CSCF's program eligibility requirements,during the
City's Summer Job Program.The rate of pay for the internship is$9.00, and the participant will
have the ability to work 20 hours a week up to seven weeks.
• Provide$200 in incentives for successfully completing the four-day work skills course-up to 40
youth who meet CSCF's program eligibility requirements
• Provide T-Shirts for participants as well as food and beverage during the four-day work skills
course
• Work with a third party vendor, Manpower,to processes payroll and distribute payment to the
40 youth who meet CSCF's program eligibility requirements
• Conduct eligibility and registration for potential Summer Job Program candidates
• Submit a closeout report of the program within 30 days of the completion of the program.
Funding:
Along with the city of Sandiford$30,000 investment, CSCF will invest up to$93,648 to help extend the
impact of the City's Summer Job Program.This investment represents the direct costs associated with
providing the summer work experience. For any youth participating in the City's Summer Job Program
that do not meet CSCF's program eligibility requirements,the City will handle those participants
independently of CSCF.
