Present: Mayor Jeff Triplett Vice Mayor Patty Mahany (present at 4:23 PM) Commissioner Art Woodruff Commissioner Patrick Austin City Manager Norton N. Bonaparte, Jr. City Attorney William L. Colbert Assistant City Attorney Lonnie Groot City Clerk Cynthia Porter Absent: Commissioner Velma Williams Mayor Triplett called the Work Session to order at 4:05 PM. 1. RE: Sanford Airport Authority A. Sanford Airport Authority Financial Report [Commission Memo 17- 087.A] (RM -6.A) Joel Knopp, Moore Stephens Lovelace, P.A., presented the Report. B. Sanford Airport Authority Proposed Budget Amendment [Commission Memo 17- 087.B] (RM -6.B) Diane Crews, Sanford Airport Authority President and CEO, reviewed the proposed budget amendment. This is an action item on tonight's agenda. C. Ground Lease with Sanford Airport Authority for proposed Fire Station [Commission Memo 17- 087.C] (RM -6.C) This item was pulled from the Agenda. CITY COMMISSION MINUTES MAY 229 2017 WORK SESSION 2. Presentation by the Utility Department Utility Manager Bill Marcous gave a powerpoint presentation on happenings in the Utility Department. 3. Discussion re: Charter Review [Commission Memo 17 -090] Assistant City Attorney Lonnie Groot reviewed information pertaining to the Charter review process. One legal issue that has been discussed is the potential expansion of the number of City Commission districts in advance of the next Decennial Census and the redistricting effort that is required after the completion of each Census. A Charter revision could be to provide flexibility for the Commission to expand the number of districts should the results of the Census require it. City Attorney Colbert said that an ordinance is required to begin the process and a resolution to establish the review committee will be necessary. The Commission asked Mr. Groot to provide information on how the last Charter review was handled so it can be discussed and decided upon at the next Work Session as to whether to do a review in 2018 or 2020. [Mr. Groot left the meeting.] 4. Discussion re: 2018 Election Process The Commission discussed moving the date a Mayor -elect or Commissioner -elect would take seat to the second meeting in November rather than the second meeting January, because of the span of time from the date of the election to the swearing in. If there is a clear winner in August, there is a five month span; if there is a run -off election in November, the span is two months. City Attorney Colbert said that action will require a Charter amendment, CITY COMMISSION MINUTES MAY 229 2017 WORK SESSION however, it could be considered on the ballot independent of a full Charter review. He will review it further and provide information to the Commission. 5. Discussion re: Regulating Medical Marijuana Dispensaries Police Chief Cecil Smith and Planning and Development Services Director Russ Gibson provided an overview of this item. Chief Smith said that the State has provided no direction, so he and Mr. Gibson will be reviewing ordinances adopted by other municipalities in the State regarding this item. Mr. Gibson distributed a handout regarding issues that can be addressed in a regulatory ordinance relative to medical marijuana dispensaries. The Commission adopted a moratorium ordinance on January 23, 2017, which expires July 23rd; he is planning to propose a 90 day extension on the moratorium. There are plans to come back in August with a draft ordinance to implement regulations on dispensaries. 6. Regular Meeting Items — additional information 7. Briefing Items Mayor Triplett said he will add an item to tonight's agenda to ask the Commission to approve a resolution to ask Governor Scott to veto CS /CS/HB 687 and support the Home Rule authority. Chief Smith briefed the Commission regarding the SunRail accident last Friday where a 13 year old boy was killed. There is no restrictive fencing preventing people from crossing the north side of the railroad tracks in the area behind Academy Manor. The boy was wearing ear buds and may not have heard the train. Chief Smith worked with Amtrak to secure that area. CITY COMMISSION MINUTES MAY 22, 2017 WORK SESSION Regarding the noise ordinance, Chief Smith said that a survey was conducted in the area of 3rd Street to 5th Street where several bars are located and it was determined that the decibel levels were such that fell within the guidelines of the ordinance. An additional survey will be done to get a better reading when the bar's doors are open and closed. Those findings will be presented to the Commission for further discussion. 8. City Manager Comments • Discussion regarding joint City Commission/School Board meeting This item was put off until the property exchange is resolved. • Discussion regarding presentation of City's Fiscal Year 2018 budget City Manager Bonaparte asked if the Commission desired to see the budget presented any differently this year. The Commission expressed satisfaction with the way the budget has been prepared and presented in years past. Commissioner Woodruff asked that the budget show Capital budget history. He also asked how much revenue would be lost due to additional tax exemption and to identify where cuts would be made to offset the loss of revenue and the increase of cost to do business. Robert Beall, Parks and Grounds Operations Manager, said that the Adopt a Park Program has been successful; five have been adopted so far. A cleanup of Bentley Park was recently done. Mr. Bonaparte said there was a great race at Derby Park last Saturday and CITY COMMISSION MINUTES MAY 22, 2017 WORK SESSION Commissioner Austin won the race. He commended Recreation Director Mike Kirby and his Staff for the fine job on the Derby. Commissioner Austin asked if there is an ordinance or regulation regarding allowing dogs inside pubs. Planning and Development Services Director Russ Gibson said that he and his Staff are working on getting the proper regulations to the Commission in order to make Sanford a more dog friendly community. Commissioner Mahany said that she received several comments about how incredibly clean the City looked during the recent Art Festival. Mayor Triplett said that the Sanford Airport is offering cities $10,000 to use as a marketing tool to help promote themselves at the Sanford Airport. Mayor Triplett asked how the renovation of the Commission Chambers is progressing. Public Works Director Bilal Iftikhar reported that the renovation is on schedule for completion by the end of the year. The Mayor asked that the area of the Chamber be upgraded also. Communications Officer Lisa Holder said that she is working with a camera club for rotating artwork in the lobby. Commissioner Mahany suggested that would be a good item to discuss with the Public Art Commission and invited Ms. Holder to attend tomorrow's meeting. Mayor Triplett asked Commissioner Mahany to provide an update on the Public Art Commission at a future Work Session. Mayor Triplett said that he would like the Welcome Center to provide an update on their programs and financials.
