1859 2017 FOP Union MOAMEMORANDUM OF AGREEMENT
This Memorandum of Agreement ("Agreement") is entered into between the City of
Sanford (the "CITY") and the Florida State Lodge of the Fraternal Order of Police, Inc. (the
"UNION") otherwise known as the "PARTIES."
1. The CITY and the UNION agree that this Memorandum of Agreement shall act as
an addendum to the existing collective bargaining agreements between the PARTIES for 2016-
2019 and covering the employment of. (a) Police Officers and Sergeants and (b) Police
Lieutenants.
2. Anyone hired into the rank of Police Officer by the CITY after the PARTIES'
ratification of the Collective Bargaining Agreement for Police Officers and Sergeants but before
October 1, 2017, and is not specifically referenced in Appendix A of said CBA, shall receive a
three percent (3%) cost -of -living increase added to base pay effective the first full payroll period
after October 1, 2017 and shall receive another three percent (3%) cost -of -living increase added to
base pay effective the first full payroll period after October 1, 2018.
3. Anyone hired into the rank of Police Officer by the CITY on or after October 1,
2017 but before October 1, 2018, and is not specifically referenced in Appendix A of said CBA,
shall receive a three percent (3%) cost -of -living increase added to base pay effective the first full
payroll period after October 1, 2018.
4. Anyone promoted from rank of Police Officer to Police Sergeant after the
PARTIES' ratification of the Collective Bargaining Agreement for Police Officers and Sergeants
but before October 1, 2017, shall receive a pay raise at the time of promotion in accordance with
City policy as is defined in paragraph 9 below. In addition, anyone promoted to Police Sergeant
under this scenario shall receive a three percent (3%) cost -of -living increase added to base pay
effective the first full payroll period after October 1, 2017 and shall receive another three percent
(3%) cost -of -living increase added to base pay effective the first full payroll period after October
1, 2018. Anyone promoted to Police Sergeant under this scenario shall not be entitled to any of
the other pay increases referenced in the applicable CBA covering their terms and conditions of
employment with the CITY. In particular, anyone promoted to Police Sergeant under this
provision thereafter shall not be entitled to any wage increases specifically referenced for them
under Appendix A to the CBA applicable to Police Officers and Sergeants.
5. Anyone promoted from rank of Police Officer to Police Sergeant on or after
October 1, 2017 but before October 1, 2018, shall receive a pay raise at the time of promotion in
accordance with City policy as is defined in paragraph 9 below. In addition, anyone promoted to
Police Sergeant under this scenario shall receive a three percent (3%) cost -of -living increase added
to base pay effective the first full payroll period after October 1, 2018. Anyone promoted to Police
Sergeant under this scenario shall not be entitled to any of the other pay increases referenced for
2018-19 in the applicable CBA covering their terms and conditions of employment with the CITY.
In particular, anyone promoted to Police Sergeant under this provision thereafter shall not be
entitled to any wage increases for 2018-19 specifically referenced for them under Appendix A to
the CBA applicable to Police Officers and Sergeants.

6. Anyone promoted from rank of Police Sergeant to Police Lieutenant after
ratification of the above referenced CBA but before October 1, 2017, shall receive a pay raise at
the time of promotion in accordance with City policy as is defined in paragraph 9 below. In
addition, anyone promoted to Police Lieutenant under this scenario shall receive a three percent
(3%) cost -of -living increase added to base pay effective the first full payroll period after October
1, 2017 and shall receive another three percent (3%) cost -of -living increase added to base pay
effective the first full payroll period after October 1, 2018. Anyone promoted to Police Lieutenant
under this scenario shall not be entitled to any of the other pay increases referenced in the
applicable CBA covering their terms and conditions of employment with the CITY. In particular,
anyone promoted to Police Lieutenant under this provision thereafter shall not be entitled to any
wage increases specifically referenced for them under Appendix A to the CBA applicable to Police
Officers and Sergeants.
7. Anyone promoted from rank of Police Sergeant to Police Lieutenant on or after
October 1, 2017 but before October 1, 2018, shall receive a pay raise at the time of promotion in
accordance with City policy as is defined in paragraph 9 below. In addition, anyone promoted to
Police Lieutenant under this scenario shall receive a three percent (3%) cost -of -living increase
added to base pay effective the first full payroll period after October 1, 2018. Anyone promoted
to Police Lieutenant under this scenario shall not be entitled to any of the other pay increases for
2018-19 referenced in the applicable CBA covering their terms and conditions of employment
with the CITY. In particular, anyone promoted to Police Lieutenant under this provision thereafter
shall not be entitled to any wage increases for 2018-19 specifically referenced for them under
Appendix A to the CBA applicable to Police Officers and Sergeants.
8. Anyone hired into the rank of Police Officer by the CITY after the PARTIES'
ratification of the Collective Bargaining Agreement for Police Officers and Sergeants and is not
specifically identified in Appendix A to the CBA applicable to Police Officers and Sergeants, is
not entitled to receive any of the $1,000.00 lump sum increases referenced in Article 36 Sections
1 B and 1 C of the CBA applicable to Police Officers and Sergeants. Anyone promoted (to Police
Sergeant and/or Police Lieutenant) after ratification and who is specifically identified within
Appendix A of the CBA applicable to either Police Officers/Sergeants or Police Lieutenants, shall
receive the $1,000.00 lump sum payments on the first full payroll period after October 1, 2017
and/or October 1, 2018 as is appropriate depending on the timing of promotion.
9. All promotional increases for bargaining unit members into the ranks of Police
Sergeant or Police Lieutenant will occur in accordance with the CITY policy that was in effect at
the time of ratification of the original collective bargaining agreements for Police Officers,
Sergeants and Lieutenants for 2016-19.
10. The parties agree that this Agreement does not entitle any bargaining unit member
to a cost -of -living increase after September 30, 2019.
11. The parties agree that this Agreement shall expire on September 30, 2019. Wage
increases, cost -of -living increases and/or increases to base pay, if any after September 30, 2019,
shall be negotiated between the CITY and the UNION.

12. The PARTIES' agree that all other provisions of the current Collective Bargaining
Agreements shall remain in full force and effect.
