1860 2017 Firefighter/EMT/Paramedic MOAMEMORANDUM OF AGREEMENT This Memorandum of Agreement ("Agreement") is entered into between the City of Sanford (the "CITY") and the Sanford Professional Firefighters, IAFF Local 3996 (the "UNION"). 1. The CITY and the UNION agree that this Memorandum of Agreement shall act as a supplement to the existing collective bargaining agreements between the parties for 2016-2019 and covering the employment of. (a) Firefighter/EMT/Engineer and Firefighter/Paramedic and (b) Fire Lieutenants. 2. Anyone hired by the CITY as a Firefighter/EMT or Firefighter/Paramedic after the parties' ratification of the Collective Bargaining Agreement applicable to their terms and conditions of employment with the CITY but before October 1, 2017, and is not specifically referenced in Exhibit A of said CBA, shall receive a three percent (3%) cost -of -living increase effective the first full payroll period after October 1, 2017 and shall receive another three percent (3%) cost -of -living increase effective the first full payroll period after October 1, 2018. Anyone hired by the CITY and is covered by this paragraph shall receive the one-time lump sum payments of One thousand and 00/100 dollars ($1,000.00) as is reflected in Article 23, paragraphs 2B and 3B of the CBA. 3. Anyone hired by the CITY as a Firefighter/EMT or Firefighter/Paramedic on or after October 1, 2017 but before October 1, 2018, and is not specifically referenced in Exhibit A of said CBA, shall receive a three percent (3%) cost -of -living increase effective the first full payroll period after October 1, 2018. Anyone hired by the CITY and is covered by this paragraph shall not be entitled to receive the one-time lump sum payment of One thousand and 00/100 dollars ($1,000.00) as is reflected in Article 23, paragraph 3B of the CBA. 4. Anyone promoted by the CITY to Firefighter/Paramedic after the parties' ratification of the above -referenced Collective Bargaining Agreements but before October 1, 2017, shall receive a pay raise at the time of promotion in accordance with current City policy. In addition, anyone promoted to Firefighter/Paramedic under this scenario shall not have any future increases based off Exhibit A of the CBA. Instead, anyone promoted to Firefighter/Paramedic in accordance with this paragraph shall receive a three percent (3%) cost -of -living increase and an additional one and six -tenths percent (1.6%) compression adjustment both effective the first frill payroll period after October 1, 2017 and shall receive another three percent (3%) cost -of -living increase effective the first full payroll period after October- 1, 2018. These increases for the promoted Firefighter/Paramedic shall be based off of their base pay as Firefighter/Paramedic. 5. Anyone promoted by the CITY to Firefighter/Paramedic on or after October 1, 2017 but before October 1, 2018, shall receive a pay raise at the time of promotion in accordance with current City policy. In addition, anyone promoted to Firefighter/Paramedic under this scenario shall not have their increases for fiscal year 2018-19 based off Exhibit A of the CBA. Instead, anyone promoted to Firefighter/Paramedic in accordance with this paragraph shall receive a three percent (3%) cost -of -living increase effective the first full payroll period after October 1, 2018. These increases for the promoted Firefighter/Paramedics shall be based off of their base pay as Firefighter/Paramedic. FPDOCS 33253714.1 6. Anyone promoted by the CITY to Fire Lieutenant after the parties' ratification of the above -referenced Collective Bargaining Agreements but before October 1, 2017, shall receive a pay raise at the time of promotion in accordance with current City policy. In addition, anyone promoted to Fire Lieutenant under this scenario shall not have any future increases based off Exhibit A of the CBA. Instead, anyone promoted to Fire Lieutenant in accordance with this paragraph shall receive a three percent (3%) cost -of -living increase and an additional one and six - tenths percent (1.6%) compression adjustment both effective the first full payroll period after October 1, 2017 and shall receive another three percent (3%) cost -of -living increase effective the first full payroll period after October 1, 2018. Anyone promoted by the CITY to Fire Lieutenant on or after October 1, 2017.but before October 1, 2018,.shall receive a pay raise at the time of promotion in accordance with current City policy. In addition, anyone promoted to Fire Lieutenant under this scenario shall not have their increases for fiscal year 2018-19 based off Exhibit A of the CBA. Instead, anyone promoted to Fire Lieutenant in accordance with this paragraph shall receive a three percent (3%) cost -of -living increase effective the first full payroll period after October 1, 2018. These increases for the promoted Fire Lieutenants shall be based off of their base pay as Fire Lieutenants. 8. The parties agree that this Agreement does not entitle anyone to any wage increase after September 30, 2019. 9. The parties agree that this Agreement shall expire on September 30, 2019. Wage increases, cost -of -living increases and/or compression adjustments, if any after September 30, 2019, shall be negotiated between the CITY and the UNION.
