Speaking Before the City Commission. There is a three (3) minutes time limit
for each speaker on each item, except a person representing an organization
and presenting its views during a quasi-judicial hearing will be allowed five (5)
minutes, and a person speaking under Citizen Participation will also be allowed
five (5) minutes. Your cooperation is appreciated in observing the time limit
policy. Each person desiring to address the City Commission on an agenda item
pending before the City Commission must, before addressing the City
Commission, legibly complete a citizen's input form and submit the form to the
City Clerk or designee.
Pledge of Civility. A resolution was adopted by the City Commission of the City
of Sanford recognizing the importance of civility, decency, decorum and
respectful behavior in promoting citizen participation in a democratic government.

6) CONSENT AGENDA: The action proposed to be taken is stated for each
item on the Consent Agenda. Unless the item is removed from the
Consent Agenda by a City Commission member, no discussion on
individual items will occur and a single motion will approve all items.

A. Approve an increase to Purchase Order #35417 to PPM
Consultants, Inc., in an amount not to exceed $49,510.98, for
additional services related to the removal of unsuitable soils from
the Catalyst Site.
B. Approve the Radio Maintenance and Installation Interlocal
Agreement between the City of Sanford and Seminole County.
C. Approve the special event permit, noise permit and street closures
for the 'Eid Al Adha' to be held on Thursday, August 31 or Friday,
September 1, 2017.

Several members from the public spoke in favor of strengthening the fertilizer
ordinance by providing an exemption for licensed lawn care professionals during the blackout
period.

Mr. Bonaparte said that the Police Department has possible suspects in custody
from the stabbing incident that took place at Wolfy's yesterday.

Joel Carter, Sanford resident, said that there is a neighbor in his community that
seems to be buying, selling or using some type of narcotics. There is heavy traffic throughout the
neighborhood and the residents are concerned. He asked for help from the Mayor and Commission.
Deborah Daniels, Sanford resident, resides in the same neighborhood as Mr. Carter
and said that her neighbor's grass is over six feet tall. She sent emails and called Code Enforcement
several times and the Code Enforcement representatives advise her that the homeowner is being
fined. She said that he has not paid his mortgage in five years and that the water has been turned
off for the past two years. She has rodents in her yard and her neighbor's yard smells like a urinal.
There are four adults living there. The City Manager agreed to meet with her after the meeting.
Steven Smith, Sanford resident, asked the Commission to consider reviewing the
Cottage Food law and regulations.
Chief Smith said that he spoke with Mr. Carter and advised him that the
Neighborhood Response Unit has been working on several issues at that location. The Police
Department and Code Enforcement will work together and expedite as much as possible.
13) CITY COMMISSIONER'S REPORTS
Mayor Triplett asked the Commission to submit names for the Charter Review
Committee to the City Clerk no later than August 28, 2017.
