Authorize retirement of service weapon Sig Sauer P320 9mm, serial number 58A029813, and authorize Police Sergeant Robert Mitchell to receive his service weapon upon retirement on September 30, 2017. Seconded by Commissioner Williams and carried by vote of the Commission as follows: Mayor Triplett Aye Vice Mayor Mahany Aye Commissioner Woodruff Aye Commissioner Williams Aye Commissioner Austin Aye 9) CITY ATTORNEY'S REPORT. 10) CITY CLERK'S REPORT. 11) CITY MANAGER'S REPORT 12) CITIZEN PARTICIPATION CITY COMMISSION MINUTES AUGUST 28, 2017 REGULAR MEETING Kowalsky Mattress, Sanford resident, asked the Commission to consider taking a second look at Resolution 2008 -2099 which sets the minimum standard for utility bills. The way it is currently written is unfair to the citizens. Mayor Triplett said that staff is looking into several issues within the Utility Department including resolutions and ordinances. He said that discussions and actions will take place over the next few months. Alexander Duncan, Oviedo resident, said that he read an article in the Sanford Herald about the City of Sanford turning over Fire and Police Services to Seminole County. The largest City in Seminole County should not lose those services. He said that Sanford needs to take ownership and represent the City as the County Seat. 13) CITY COMMISSIONER'S REPORTS Commissioner Austin said that he filled in for Commissioner Mahany at Paw Park for the (PAC's) art unveiling and that it was a great event. He said that he attended the Florida League of Cities Conference which was a great learning experience. Commissioner Woodruff asked about a certified letter he received pertaining to a zip line accident that occurred at the Central Florida Zoo and staff assured him that it is being handled by the City's Risk Manager. Also, he would like the Commission to have a discussion surrounding the Utilities Department. Mr. George restated that there are several issues in the Utilities Department and City staff is working to resolve them.
