WHEREAS, this Commission is advised that there is now established and being eat
lished within the State various Army Bases necessary to national defense, and
WHEREAS, an effectual road system is of vital importance in connecting such bas
WHEREAS, the connection of the Port of Jacksonville, the Jacksonville Naval Bas
Green Cove Springs Auxiliary Base, Camp Blending, the Air Base at Orlando, the.Nava.l'
Base at Banana River is of material importance to this section, as well as the plans

WHEREAS, there does not now exist an adequate road between the Port of Jacksonvj
and State Road No. 22 out of Orlando, and
WHEREAS, the adequate cnnstruction of State Road No. 3 from the Port of Jackson
to the intersection of State Road No. 22 at Orlando would serve as a practical and of
connection between the Naval Base at Jacksonville and the Army Air Base at Orlando ar
Naval Base at Banana River as well as other Florida East Coast Bases and other Bases
Military operation in Central and South Florida..
BE IT THEREFORE RESOLVED: that the City Commissioners of the City of Sanford, ,Fl
do hereby request an urge the Federal Bureau of Public Roads and the Florida State Ro
partment to investigate carefully, consider, and if found practical to proceed with t
improvement of State Road No. 3 from the Port of Jacksonville to the Intersection of
Road No. 22 at Orlando.
BE IT FURTHER RESOLVED: That the efforts of this Commission be utilized in ever;
way possible to bring about the completion of such a military highway.

the construction of a 3,300 feet square All -over Landing Field, instead of a field wi
four 4.000 ft. paved runways, and administration building as proposed in the origins

Thereupon Commissioner Higgins moved that Engineer Fred T.Williame be authorized

The City Commission of the City of Sanford, Florida, met in adjourned session at the
City Ball in the City of Sanford, Florida, at 7:30 o'clock P.M.March 12. 1941.

Meeting called to order by the Chairman
Application next received from Mrs Mildred Stripling for homestead Exemption for the
year 1940 on the N. 50 ft of Lot 12 'ideliington's Addition, claiming that application for su
exemption at the proper time having been neglected through en oversight.
Application approved.
The Clerk next reported that for the years 1938 thru 1940 Lot 12 Block Y,St.Gertrude
Addition had been assessed as improved property, whereas this property is vacant and shout:
Nave been assessed as unimproved.
Thereupon in order to correct this error in assessment, Commissioner Gut moved that the
taxes be adjusted to $13.50 for 1938 and 05.40 each for the years 1939 and 1940.
Seconded by Commissioner Lodge and carried.
The Clerk next reported that for the years 1936 thru 1939 Lot 43 of Block C , South
Sanford had been assessed as improved property, whereas the house was torn down and removed"
in 1935.
Thereupon in order to correct this error in assessment, Commissioner Gut moved thpt the
taxes be adjusted to X2.85 for the years 1936 and 1937, X2.28 for 1935, and $1.20 for 1939.
Seconded by Commissioner Lodge and carried.
In connection with the agreement authorized by the Commission at the meeting of March
25,1940 to, convey Lots 15,16,17 and 18 of Block 1, Second Section of Dreamwold to F.L.Miller
in exchange for a deed of conveyance to the remaining unsold lots in Lake View Cemetery,
and which said exchange had not been consummated, the following letter authorizing and
directing such conveyance was next received from Mr. ;filler:

On motion duly adopted: , the Commission next approved the purchase for the )r'ater

Offer next received from Charlie Kanner to purchase Lot 27 Robinson's Survey at a
rice of ,$400.00, this orooerty having been acquired by the City thru foreclosure of tax

Thereupon after careful consideration the Commission rejected the aforesaid offer of
!r. Manner and instructed the Clerk to place a price of $750.00 for the sale of this property.
Allan Stewart, Manager of the Municipal Golf Course next requested a leave of absence
'rom May 18th. thru September 18th. 1941, advising that he had ar--anged with Raymond Lundquist
io manage the golf course during his absence provided it meets with the ap-oroval of the City
)ommission.
Thereupon, on motion duly carried, the Commission granted Mr. Stewart this leave of
ibsnece, and approved the arrangements made by him of employing Raymond Lundquist to manage
;he golf course during his absence.
The following recommendations were next received from the Advisory Board of the
(unicipal Golf Course:
1. That the daily green fee rate of 75d be reduced to 50¢ for the summer season,
May 15th, thru Sentember 15th.
2. That a enecial non- restdent membership be created which will apply to all legal
year around residents of Florida who reside outside of Seminole County.
Proposed rate of $12.00 per year, payable 1.00 per month.
3. That all employees of the City be given the privilege of free golf at the Sanford
Country Club,
4. That all members o_° the Sanford Baseball Team be given a special nine hole rate
of 25¢.
Thereupon after careful consideration, Commissioner Gut moved that the r.foreeoing
,ecommendations of the Advisory Board as to Nos. 1, 3 and 4 only, be approved and authorized.
