MINUTES HISTORIC PRESERVATION BOARD MEETING OF APRIL 13, 2000 5:00 P.M. CITY COMMISSION CHAMBERS, CITY HALL SANFORD, FLORIDA MEMBERS PRESENT: Scott Singeisen Bob Kuhn Fred Rogers Don Moore Julia Goeb MEMBERS ABSENT: Claudia Weber- excused Eline Ransom Bart Rush Barbara Farrell Walt Padgett Barbara Knowles OTHERS PRESENT: Brad Stevenson, Staff Liaison Marion Anderson, Recording Secretary The Chairman called the meeting to order at 5:00 P.M. Mr. Moore moved to approve the Minutes as circulated. Seconded by Mr. Kuhn. All in favor. Motion carried. Application for Certificates of Appropriateness - Commercial: 222 S. Magnolia Avenue (previously tabled) - Signs. Ms. Goeb moved to remove from the table. Seconded by Mr. Rogers. All in favor. Motion carried. Geraldine Riehle, 222 S. Magnolia represented this request. She requested to place two signs on top of the building which states Carpet Works. Both signs would be placed above the windows on the Magnolia Avenue side and on the 3rd Street side. The signs will be approximately 6'x2'. Ms. Riehle stated that the rain drip would be removed. A motion was made and seconded to approve. All in favor. Motion carried. 116 Park Avenue & 107 S. Magnolia Avenue (previously tabled) - construct balconies. Ms. Goeb moved to remove from the table. Seconded by Mr. Kuhn. All in favor. Motion carried. Rami Yosefian represented this request. He stated that he will be creating balconies that were there before. MINUTES HISTORIC PRESERVATION BOARD MEETING OF APRIL 13, 2000 PAGF, 7. A motion was made and seconded to approve with 116 Park Avenue to be 8' deep, and 107 Magnolia Avenue to be 10" deep with City Commission approval. 108 S. Magnolia Avenue - exterior renovations. Michael Fouts was present. He stated that they would like to do exterior modifications to the building which includes creating a first floor access, and the installation of an awning. The structure has water intrusion problems which must be addressed in order to make it a sound structure. A motion was made and seconded to approve with the following stipulations: the front will not include concrete block, removal of glass block and installation of clear story windows, doors to be as large as openings and to be single lite wood doors, and the paint colors are to be determined. All in favor. Motion carried. Applications for Certificates of Appropriateness - Residential: 719 Oak Avenue (previously tabled) - install a 48" tall concrete block wall. Due to lack of representation, the item was left on the table. 400 Palmetto Avenue - paint, repair driveway, fencing, replace columns, replace doors. Carl Zendell was present. She stated that they would like to repair the concrete driveway, re -do the fence, replace columns, add railings to the front porch bottom and replace the top porch railings. They would also like to replace the two doors on the upstairs front porch with French doors. Ms. Zendell stated that they would be using P/T wood to repair and replace wood columns, fascia, wall, fence, porch and balcony. The columns would be made to match the same lines as the top porch. A motion was made and seconded to approve. Motion carried. 508 Myrtle Avenue - open front porch, add new railings, windows, and doors. Todd Gray was present representing this request. He stated that he would like to remove the CDX plywood and windows from the existing porch and install new wooden railings and spindles. He would also like to install wooden windows and a wooden door with a glass panel. The paint will match the existing trim. A motion was made and seconded to approve. Motion carried. 410 Palmetto Avenue - replace roof (already done), replace windows and replace wood, paint. Michael Hostnick, 1057 Love Lane, Apopka, was present. He stated that there would not be any changes in design. He would like to replace rotted wood with new wood, sand blast the exterior, replace windows, and paint the exterior white. He has replaced the asphalt shingle roof. A motion was made and seconded with the windows to be wood and the exterior to be sanded in lieu of sand blasting. Motion carried. MINUTES HISTORIC PRESERVATION BOARD MEETING OF APRIL 13, 2000 PAGE 3 Discussion Regarding Sidewalk Repair (Jerry Herman). Mr. Herman stated that they have stopped repairing the sidewalks with asphalt. There had been several complaints in the neighborhood. The City has hired a consultant to evaluate the sidewalks, quantify and qualify. We anticipate coming up with a plan to replace the sidewalks, probably the worst first. The new sidewalks will be concrete. Mr. Herman estimated that there is approximately 20 miles of sidewalk work to do with a cost of about $7.00 per foot. He is hoping to have all substandard sidewalks replaced in the next few years. Mr. Singeisen suggested that Mr. Herman contact Michael Zimney with the Division of Historic Preservation with the State of Florida regarding a grant for bricks and mortar type projects. Mr. Herman updated the Commission on the Historic District Downtown Lighting Project ongoing with the Historic Trust. He has been working on adding lights on the north/south and east/west streets and mid- blocks, and the replacement of existing FPL type poles with historic poles. The cost estimate stage has not been reached. He stated that another item Public Works is working on is the restoration of brick streets. He is looking into alternatives of striping asphalt off of the bricks. Mr. Singeisen suggested that he speak with Michael Zimney regarding these projects also. Ms. Goeb reported that Claudia Webber's neighbors have been phoning into the City regarding work being done at her residence. She wanted everyone to know that what she is doing is all maintenance. She wanted the Board to be assured that she is strictly doing interior renovations which do not require a Certificate of Appropriateness. There being no further business, the meeting adjourned at 7:30 P.M.
