MINUTES HISTORIC PRESERVATION BOARD MEETING OF AUGUST 10, 2000 5:00 P.M. CITY COMMISSION CHAMBERS, CITY HALL SANFORD, FLORIDA MEMBERS PRESENT: Scott Singeisen Bob Kuhn Claudia Weber Eline Ransom Barbara Farrell Walt Padgett Mary Valente MEMBERS ABSENT: Barbara Knowles- excused Fred Rogers- excused Julia Goeb- excused OTHERS PRESENT: Brad Stevenson, Staff Liaison Marion Anderson, Recording Secretary The Chairman called the meeting to order at 5:00 P.M., introducing the new member, Mary Valente. Application for Certificate of Appropriateness - Commercial: 212 W. 1s Street, install doors. Marvin Cohen, owner of the antique shop, was present. He stated that there was a fire a few weeks ago. They tore down the end of the building and installed fire doors. They are planning on rebuilding that end of the building and when they do the fire doors will be needed. The doors have been installed. He is requesting to leave the metal doors there, and paint the doors along with this end of the building the same color. Mr. Cohen stated that he is also requesting to install a stockade fence instead of the handrails that the City is requiring him to put in for safety. He would also like to install an awning where the metal doors are so that he can work outside. When this section is rebuilt, the awning will come down. Mr. Padgett moved for approval. Seconded by Ms. Farrell. All in favor. Motion carried. Application for Certificate of Appropriateness - Residential: 201 French Avenue, design alternatives to the enclosed playground concept, tabled 6/8/00 & 7/13/00. Brian Smith, 1611 S. Mills Avenue, Orlando, was present. Mr. Singeisen stated that he and Paul Gershen discussed the project on the phone and faxed sketches. He and Ms. Ransom discussed this and arrived at what is being presented. Mr. Singeisen stated that in reply to Ms. Ransom's concern regarding the protrusion of the gables, vertical accent trim will be applied to the face of the facade. The windows have been broken up a little bit more so it looks a little bit more in keeping with two floors. Ms. Farrell moved to approve. Seconded by Ms. Webber. All in favor. Motion carried. Tabled 7/13/00. Mr. Padgett moved to remove from the table. Seconded by Ms. Ransom. All in favor. Motion carried. Jennifer Daniels, 901 S. Magnolia Avenue, was present. She stated that she would like load bearing columns erected in the front of the house. They know that the columns were there at one point. In order to make repairs to the roof, the columns are needed. The structure as it is will not support the weight of a man to make the repairs. They would like to make is sound. Ms. Ransom stated that the arch definitely shows some signs that there could have been columns there. From looking at the structure and the arch, she feels that the columns were probably there, by not having columns there, the integrity of the arch would not be compromised. However, dividing the one arch into three would compromise the arch. She stated that she would hate to see the long arch compromised. Putting in the three arches bothers her architecturally. She has no problem with putting in the columns. Mr. Padgett stated that he did not have a problem with the columns or putting in the three arches. Mr. Singeisen stated that there are other options to preserve the arch. Ms. Farrell stated that she has a problem with the materials for the columns, the rocks. This is a very mid - western type treatment for columns. Mr. Padgett moved to approve as submitted. Motion died for a lack of a second. Ms. Farrell asked if the arch could be kept and just the columns be done. Mr. Padgett moved to approve as submitted. Seconded by Ms. Ransom. Ms. Farrell stated that she has a problem with the stone columns. Mr. Padgett withdrew his motion. Ms. Webber moved to approve as presented with the exception of the stone. Ms. Valente seconded. In favor were Ms. Ransom, Mr. Padgett, and Ms. Webber. Others in opposition. Motion failed. Mr. Kuhn moved to approve one arch with two column supports. Seconded by Ms. Ransom. Mr. Singeisen in opposition. Motion carried. Application for Certificate of Appropriateness - Residential: 611 Oak Avenue, exterior renovations. Angel L. Garcia, 7040 Oakmore Lane, Orlando, was present. He stated that they would like to restore the home to its original status. It is presently a duplex and they will be converting it to single family. He is requesting to open up a part of the front porch, do some fencing, and replace some exterior wood with wood to match. Ms. Ransom moved to approve the replacement of wood to match the existing horizontal siding. Seconded by Ms. Farrell. All in favor. Motion carried. Ms. Farrell moved to approve to open the front porch. Seconded by Mr. Padgett. All in favor. Motion carried. MINUTES HISTORIC PRESERVATION BOARD MEETING OF AUGUST 10, 2000 PAGF, 3 Ms. Farrell moved to approve the double french door as per Schedule S, wood or vinyl clad. Seconded by Mr. Kuhn. All in favor. Motion carried. Ms. Ransom moved to table the fence to allow the applicant to provide a site plan showing the fence materials and location and to allow him time to find out the condition of the iron gates. Seconded by Ms. Webber. All in favor. Motion carried. Mr. Kuhn moved to table the addition of a carport on the rear to allow the applicant to provide the size, its placement, etc. Seconded by Ms. Ransom. All in favor. Motion carried. Application for Certificate of Appropriateness - Residential: 621 Oak Avenue, exterior renovations. Angel Garcia represented this request. He stated that this home used to be a boarding house. It is now a rental with three units. They plan on converting it to single family. The only exterior change that he is requesting is that he wants to open up the balconies and close part of them properly. Ms. Farrell moved to approve the replacement or repair of all damaged wood to match the existing horizontal. Seconded by Ms. Ransom. All in favor. Motion carried. Ms. Farrell moved to approve the removal of the rear stairs and door. Seconded by Ms. Ransom. All in favor. Motion carried. Regarding the rear part of the balconies, Mr. Singeisen stated that the Board would need more detail and drawings. The Board will need an elevation, just how much is being left, and the window. Ms. Ransom moved to approve the concept of enclosing a part of the balcony with more specific information being presented to the Board. Seconded by Ms. Farrell. Motion carried. Ms. Ransom moved to open a part of the front porch and remove sliding doors. Seconded by Ms. Webber. All in favor. Motion carried. Mr. Kuhn moved to table the action regarding the placement of a stockade fence in back. Seconded by Ms. Farrell. All in favor. Motion carried. The applicant will provide a drawing showing the placement and materials of the fence. Ms. Ransom moved to approve the placement of a single car garage door. Mr. Kuhn seconded. All in favor. Motion carried. Discussion regarding meeting with City Commission regarding Code Enforcement. Charles Rowe was not in attendance. Ms. Webber reported that 1018 Magnolia Avenue needs to get a letter addressing the screens that are half- in/half- out, door hanging half- on/half -off, and that the paint is peeling. MINUTES HISTORIC PRESERVATION BOARD MEETING OF AUGUST 10, 2000 PAGF, 4 Mr. Kuhn stated that he had a meeting with Seminole County concerning the Florida Power & Light building. He reported that Diamond Glass is going to maintain that building without plywood for one year. The plywood should come off in September. He also reported that he is in communication with the City Manager regarding the Paulucci Building. He was told that the City of Sanford and its engineers are looking at possibly rehabbing the building. Possibly a joint venture with private industry. Mr. Singeisen stated that the Board needed to empower Mr. Stevenson to make sure that the applicants know what is needed to make their cases at the meetings. If the applicants have concept style drawings, let them know that they will come away with concept approvals. Mr. Stevenson is also to publish a list of minor review items in the agenda packet. Mr. Singeisen gave a list of properties that he found questionable: 210 Park Avenue - tinting on windows; 114- 118 Park Avenue -doors and closed -in clear story; 410 Palmetto Avenue - railings, columns and all the windows are out. Mr. Stevenson stated that this has been approved and that he has approval for wood windows. The applicant has been told that he cannot put in the chain link fence. Mary Fossitt was present representing the Orange City Historic Preservation Board. She stated that Orange City has decided to use Sanford's ordinance as theirs. It was explained to her that Mr. Duany had come in and drew up the ordinance. Ms. Fossitt stated that she would be attending some of Sanford's HPB meetings. There being no further business, the meeting adjourned at 6:45 P.M.
