MINUTES HISTORIC PRESERVATION BOARD MEETING OF OCTOBER 12, 2000 5:00 P.M. CITY COMMISSION CHAMBERS, CITY HALL SANFORD, FLORIDA MEMBERS PRESENT: Scott Singeisen Bob Kuhn Eline Ransom Claudia Weber Barbara Farrell Mary Valente Barbara Knowles Fred Rogers Alexander Then Melanie Winternheimer OTHERS PRESENT: Antonia Gerli, Staff Liaison The Chairman called the meeting to order at 5:00 P.M. The Minutes of September 14, 2000 were unanimously approved. Application for Certificate of Appropriateness - Residential: 1004 Palmetto Avenue - install two columns at front of house. Ms. Gerli stated that Bernard Mendez had called to request that the item be tabled because he may not need the additional supports on the front porch. A motion for approval was made and seconded. Motion carried. Application for Certificate of Appropriateness - Residential: 309 Elm Avenue - auto sales with the construction of a new building. Jim Dunn was present to represent the request. His request was to construct an auto repair building on Parcel 42, install a green awning, lap- siding and an iron fence. His request is to use the property for auto sales and repairs. The property is current vacant but was formally used for a concrete manufacturing company. This acre, approximately, has been vacant for 15 years or more. The property is 90% covered in concrete which he will clean up and repair. There are two curb cuts on 3r Street and one on Elm Avenue. The proposed upgrade is almost identical to the use across the street. The fence on Third Street will be 4'6" in height and will be exactly like the fence of the Sun Trust Bank. The chain link will also be repaired. A motion for approval for the fence was made by Kuhn and seconded by Webber. Motion carried. Mr. Rogers motioned to approve the rest of the application. Ms. Ransom seconded. Motion carried with the provision that hardy board may be used on the building. MINUTES HISTORIC PRESERVATION BOARD MEETING OF OCTOBER 12, 2000 PAGF, 7. Application for Certificate of Appropriateness - Residential: 819 S. Palmetto Avenue. Dan Blake was present. His request includes a fence around the property, painting, the addition of a new back porch and adding onto the existing garage. A motion to approve the 6' aluminum fence with brick pillars 25' from property line on Palmetto and on 9 th Street (on City property), a Y high ornamental fence with brick columns on Palmetto Avenue at property line and a wood with lattice fence at the rear and interior side of the property was made by Kuhn and seconded by Ransom. Motion carried. The applicant is to return for the porch and garage additions. The applicant was also advised that he would need City Commission approval for the use of the right -of -way on 9 th Street. Minor Review items included approval of a 4' high wooden white picket fence in the front yard of 1002 Magnolia Avenue; approval of structural damage repair from vehicle impact to Holy Cross Episcopal Church at 401 Park Avenue; approval of the replacement of rotting wood, fiberboard panels with wooden spindles on the porch at 512 S. Myrtle Avenue; and, the addition of galvanized coping cap as part of the re -roof process at 108 Magnolia Avenue. Certified Local Government Annual Report — Ms. Gerli requested information from the Board to complete the annual report. Mr. Singeisen stated that he had attended one workshop. Discussion regarding Certified Local Government — Mr. Rodgers provided information on the CLG program and stated that a new regional office was opening in Casselberry. Workshops will be available this winter. Discussion of Historic Preservation Grant — Ms. Gerl stated that she had prepared an agenda item for the City Commission meeting regarding the grant. The Board discussed preparing a press release for the Orlando Sentinel and the Seminole Herald on the historic designations. Ms. Knowles stated that Alicia Clarke has a list of historic commercial buildings and also that the museum has money to print the walking tour brochure. At the end of the meeting, Ms. Ransom announced her resignation.
